5. (Unclassified - RJI.,') BRIEFING Joseph Overton, Legislative
Assistant, on the staff of Representative Barry Goldwater, Jr. (R. , Calif.
called to request a briefing for the Representative on aspects of the foreign
and internal policies of the People's Republic of China. He requested the
briefing take place on either the 23rd or 24th of September in the late
afternoon. I told him I would look into the matter and let him know whether

6. (Unclassified - DID M) LEGISLATION Received a call from
Bill Jones, INR/State Department, regarding the Agency's letter to OMB STAT
on H. R. 1311. I told Jones that we had not determined how we would
respond to State's request, but that I would raise the issue with

7. (Unclassified DFM) LEGISLATION Called Bill. Nichols,
General Counsel, OMB, regarding the multi-faceted issue of garnishment
of Federal employe-ages. Nichols said a final determination had been
made that Civil Service Commission would draft regulations for all agencies
and that these would be issued following the expected signing of the Executive
Order next week. also expects to have the Justice Department's draft
legislation cleared next week. Nichols believes the only way to fully protect
the Agency's interests in these cases would he to get an exemption in the
Act itself, and we agreed that this would be impossible in the present political.
climate. Lacking that, he feels the Agency must stress the importance of
this issue to its employees under cover so that hopefully the garnishment
issue will not arise.
8. (Unclassified -- BAA) INTELLIGENCE BRIEFING Ed Rice,
Administrative Assistant to Representative Margaret Heckler (R., Mass. ),
called and asked if the briefing scheduled for the Congresswoman this
morning at 11:00 a.m. could be changed to later in the afternoon. After
checking with OCI, I notified Rice t1-).at our briefer would
be in their office at 3:00 p.m. today. This was fine with Rice.

9. I I FAA Ralph Preston, Defense Subcommittee,
House Appropriations Committee staff, called to advise that he is still
having difficulty in arranging a Subcommittee session for a briefing on the
Presidential Finding of 10 August 1975 even though Chairman George Mahon
(D., Texas), on Saturday, was made aware of the country involved.
THIRD AGENCY Wheaton Byers, PFIA.B
staff, called concerning a request Representative Les Aspire (D., Wis. )
had made through OMBfor a copy of the Clark Task Force Report (the
intelligence section of the Hoover Commission Report of 1955). I told
Byers I would have someone cell him on how we had handled a similar
request from the Senate Select Committee. Walt Elder, Review Staff,
will call Byers.
11. I I INTELLIGENCE BRIEFING .At the
request of Ed Rice, Administrative Assistant to Representative Margaret
Heckler (R., Mass.), set up a briefing for the Congresswoman alone
for an intelligence briefing on Portugal for 11:00 a. m. tomorrow.
.OCI, will do the briefing. Rice realizes that the briefing is
no or a ribution and will involve classified material. Rice explained that
Mrs. Heckler has a large number of citizens of Portuguese ancestry; that
the Archbishop of Boston is of Portuguese descent, and that Mrs. Heckler
believes she has a special need to be well informed.

33. (Internal Use Only ?- PLC) LEGISLATION Called Bob Carlstrom,
OMB to inquire as to the status of OMB's review of the Agency's proposed
eply to Representative John M. Ashbrook's (R., Ohio), letter as to any
problems the Agency might have in implementing the recent amendments to
the Freedom of Information Act. He gave me some preliminary comments
which he will confirm early next week.
