19. (Unclassified - PLC) Arnold Donahue, OMB, called and
asked if there was any standard format that a vvitness s 'Mu d use during
a public congressional hearing to decline to answer a question which
involves classified matters. I told him there was no standard language
used as long as the committee is made aware that the response would
involve classified matters which could not be discussed in a public
session.
20. (Unclassified - PLC) Called Vaughn. Clark, Press Secretary
in the office of Representative Tom Steed (D., Okla.), in response to his
earlier call inquiring as to whether the Agency issued any form of
identification to its employees which would allow them access to
relocation sites in the event of an emergency. After discussing the call
with OL, I called Clark back and informed him that such
identz ication car ;r are issued to select employees of the CIA and all
Government agencies for access to relocation sites in the event of an
emergency. I suggested that he contact the Federal Preparedness Agency,
GSA, which administers the program, if he needs any further information.
21. (Unclassified - PLC) George Gilbert, called and asked
that we submit as soon as possible the Agency's position on H. R. 1311,
a bill which prohibits contributions to foreign political organizations.

22. (Internal Use Only - RC) Briefed Richard N. Perle, staff of
the Senate Government Operations Permanent Subcommittee on Investigations,
mentioned that was sti waiting to hear from Howard Feldman,
alsoof the Senate Subcommittee staff, for a discussion on allegations of
Agency counterfeiting of U. S. currency. Perle said he knew nothing about
it but thought that if the Agency did it that they did it for a good reason. I said
there was no truth in the allegations and Perle said "Oh, " but that Feldman
would get in touch with me.
23. (Unclassified - RC) Delivered an envelope to Mrs. Verneil
English, Office of the Speaker, House of Representatives.
