SUBJECT: OMB Request for Comments on Administration
Proposal to Release Certain Materials from
the National Stockpile
1. The reductions proposed by OMB are based on the
April 1973 change in stockpile criteria which reduced
objectives from a 3 year supply in time of war to a 1 year
supply. In addition, the new criteria considers the
availability of substitutes and accessibility of supplies
from sources that are believed to be relatively safe. We
believe that the disposal program as outlined is reasonable
under strictly strategic considerations in time of war.
3. Some members of Congress have been critical of the
Administration's disposal program on the grounds that it is
increasing US vulnerability to new threats, such as supply
manipulation by producing nations. Several proposals for
the establishment of economic stockpiles have been introduced
into Congress to deal with such possibilities.
4. Attached is a table showing the quantities proposed
for disposal and other relevant details.
