5. (Internal Use Only - LLM) LIAISON Guy McConnell,
Senate Appropriations Committee staff, called in connection with the
stories in the paper today that the 40 Committee had had no meetings
during the period 1972 through 1974 and said he had been instructed to
find out the facts. I said that I believe that the lack of meetings is
essentially correct but that the real point is whether the actions were
coordinated, and they were, through papers, phone calls, and supporting
staff procedures. McConnell said that they would like to have a letter
from the Director on this. Mr. Gary will follow-up.
6. (Internal Use Only - LLM) LEGISLATION Sheridan Brinley,
AII called acknowledging receipt of the points paper we had sent to
irra last night for use in the Senate Foreign Relations Committee
backup book in connection with the McGovern amendment, #959 to
1-1. R. 9005. He indicated he would use a great majority of it except
for the separation of powers argument. I said I could appreciate the
political expediency in doing this but as a matter of principle it is the
soundest and strongest argument .
7. (Internal Use Only - L.LM) LIAISON Tim Ingram, Staff
Director, Subcommittee on Government Information & Individual Rights,
House Government Operations Committee, called prior to our session
scheduled for 1:30 p.m. today to ask if we would. be bringing with us
the reports prepared by Arthur Dooley as a result Of his periodic
review of the Warren Commission material in the possession of the Archives..
STAT After checking with C/Services Staff, I informed Ingram
that there were no reports but rather letters to the Archivist and we had
authorized the Archivist to send two of those letters to the Subcommittee.
Later, in the company of met with Ingram, Bill
Florence, of the Subcommittee staff, and Donovan Gay, of the Library
of Congress,to discuss the guidelines used by the Agency in connection with
the declassification of information, particularly the Warren Commission
information. The session went very well and Ingram said he would send
us a letter covering the :follow--ups from the session. Mr. Florence,
seemed to be primarily interested in the mechanism and laws relating to
the Freedom of Information Act. Mr. Donovan., who apparently has
reviewed much of the Warren Commission holdings in the Archives, was
basically interested in whether we would use the national security "excuse"
for non --declassification. Mr. Ingram seemed. to be iut:erested in assuring
that the material we were reviewing for declassification included material
which may have developed subsequent to the Warren Co1n1-n;15sion i.-nvesti?-
gation and especially any material provided the Roche elle:r CoIY mission.
Ingram maintains that there were four not three periodic reviews and reports

17. ADMINISTRATIVE - DELIVERIES
Dropped off with Guy McConnell, on the staff of the Senate Appropriations
Committee, a letter from the Director to Senator Johri McClellan
(D. , Ark.), Chairman of the Senate Appropriations Committee. Also dropped
off a copy of the same letter with Austin Smith for Representative George
Mahon (D., Texas), Chairman of the Subcommittee on Defense, House
Appropriations Committee, for the information of the Chairman.
18. LIAISON Called Senator Milton
Young (It. , N. Dak.?) and thanked him for his efforts in helping us F
I told him that the :President had personally
reviewed the program and approved it.
19. I I LIAISON Received a call from George
Murphy, Executive Director, Joint Committee on Atomic Energy, who said
that there was an article in the Chicago Tribune this morning stating that
somewhere in the Soviet Union there is now a big hole where something
used to be. The Chicago Tribune stated. that t' ey have reports that a
fast breeder reactor had exploded. I told him that I would. check and get
back to him. After checking with OSI, 1 told Murphy that
we were aware of the rumor but had no in orn.tation. to support it. I added
that ERDA issued. a press release to this effect.
20. I.LIAISON Galled Dan Spiegel, Legislative
Assistant to Senator Hubert Humphrey (D. , Minn.), to ask for the Senator's
assistance regarding Senator George McGovern's (D. , S. Dal:.) amendment
to the Foreign Assistance Ac
I I told Spiegel that, as he knew, Senator I-T.umphrey was very much
involved in the floor debate of Section 662 last year and expressed concern
about the need for maintaining security. Spiegel suggested that the Senator
would be very responsive to a call from Mr. Colby. I agreed and told Spiegel
that I would suggest to Mr. Colby that he call the Senator and discuss this
matter with him directly.
