In a series of conversations with Captain Neill.and;Bob Monahan, both of the Pentagon, regarding the request by the Senate Foreign Felations Committee for the classification of the 1960 testimony on the U-2 and the Summit Conference. It was apparent that a great deal more coordination and information was required by all concernP'elr CIA. and DOD) and Monahan volunteered to take on the lead responsibility for this one, including clarifying with Pat Holt, Senate Foreign Relations Committee staff, the misleading statements in the latter's letter to all agencies involved. 13. Spoke with Bill Hogan, House Armed Services Committee staff, and he agreed to discuss with Frank Slatinshek, Chief Counsel of the Committee, the Committee's responsibility for the 1947 executive session hearings on the CIA Act. if the response is favorable, then we will refer Tim Hardy, of_the Presidential. Commission staff, to I-louse Armed Services for a copy. Later, I advised Hardy of this possibility and that we hope to hear on it sometime next week., 14. Pat Hanson, temporarily in the office of Senator Strom Thurmond (R., S. Car. ), called to arrange a. briefing for approximately 25 college interns. The briefing was scheduled for 19 June and OTR, will handle. 25X1 17. Bob McBrian, Treasury Department, called to obtain suggestions on how to handle requests for sensitive operational information by committees of Congress. I reviewed. with him some of the options available and the guidelines we follow. Spoke to Brady Williamson, in the office of Senator Dick Clark (D. , Iowa), about the scheduled briefing of the Senator on South Africa. Williamson said this would be basi.c education for the Senator who has been given the chairmanship of the Africa Subcommittee of the Senate Foreign Relations Committee. Hearings before the Subcommittee are planned in late June to cover the countries of South Africa, Rhodesia, Mozambique and Angola. Paul Walsh, ADDI, has been alerted and he will identify the briefers. 6. Talked to Ms. Cooper, of the Subcommittee on Government Information and Privacy, House Government Operations Committee, who wanted a listing of the membership of the CIA oversight/ investigating committees, which was provided. 7. In response to his call the other day, called Admiral Mathews, in the office of Representative Bill Chappell (D. , Fla. ), but he said no further action was needed from the Agency as Leon Nguyen Xuan had been cleared and soon would be assigned to an office in the Department of the Navy to encourage Navy personnel to sponsor Vietnamese refugees. 8. Jack Sankster, in the office of Andrew* Maguire (D. , N. J. ), called in connection with the 22 May invitation to the Director to appear at a conference on Spain to be held in the House Caucus Room on June 10, 1975. In response to my query, Sankster said much of the preliminary work had been handled by volunteers, and indeed, as has been found out to be the case in other invitations, per.haps'no, prior telephone invitation had been made as referred to in the letter. Sankster actually works for the Fund for New Priorities in America and is only in Mr. Maguire's office to support this conference. Other conferences he has worked on include one supported by Senator Hughes on Chile and one by Senator Abourezk on Indochina. When I said the title of the conference concentrated on foreign policy, which is out of the scope of the Director's and the Agency's charter, Sankster minimized that possibility and said it was just an informal discussion among a wide range of disciplines and that members of Congress are attending and they hope that representatives of fate Defense, academia, labor and others would be there. Ile also said tha enator Fulbright and Colonel Edward King would be there. From his other statements, the conference appears to be whether any U. S. interests are being served by U. S. agreements with Spain. There will be no fixed agenda or prepared statements, but the attendees at the conference, which runs all day, will speak and listen as the spirit moves them. Herschel Clesner, Commerce, Consumer, and Monetar rairs . u ocommi - -ce, Rouse Government Operations Committee, called and said he was interested in a subscription to FBIS Daily, Reports from the standpoint of following international economic matters. Based on the advice of I FBIS, it was arranged that I we would send one complete set of daily reports for Clesner's examination. to sample the product. I informed Clesner of this and that he probably would conclude that the Western European book would be the most productive for him. 6. In the absence of Jim Oliver, OMB, spoke with Arnold Donahue to advise him that there may be a delay in departmental response to OMB clearance requested on the Agency's unauthorized disclosure legislation by Circular A-19 because of a possible USIB session on the legislation. Donahue had no problem but obviously does not want OMB to be tarred with the brush of delay to the extent that this slows up the coordination process. Donahue also gave OMB's thoughts on the paper on the joint committee on intelligence. 25X1 25X1 7. I IOn an alert from OS, of DIA' s 25X1 request to transfer to DTA the TK and COMINT clearances of Charles Snodgrass, House Appropriations Committee staff, I advised of my 25X1 misgivings (with which`DIA agreed) and then by calling Captain O'Neill, DOD, (his office apparently requested this action) and attempted to close the loop. Bryan Atwood, in the office of Senator Thomas Eagleton (D. , Mo. ), called to arrange a briefing for the Senator and himself on the situation in Asia, particularly Korea, Thailand and the Philippines, in preparation for the Senate debate scheduled next week on U. S. foreign policy. Senator Eagleton is interested in identifying the next "don nxino" (a word per Atwood not in the Senator's foreign policy vocabulary). Atwood said they would treat our information as background Atwood said he has a DOD Top Secret clearance. The briefing is scheduled for Thursday, 29 May at. 10:30 in the Senator! s office. 10. Received a call from Rita Argenta, Secretary to Bill Hogan, Intelligence Subcommittee, I-louse Armed Services Committee, who has some material for someone to pick up at the Committee when they have a chance this week, I told 11. Bob Hull, allnna_rtment of Sta_tA_ who handles retirement matters called and requested a copy of the Agency's package amending the CIA Retirement Act which is now in OMB. Hull indicated that State will be soon sending their proposal amending the foreign service retirement act to OMB. The package will be substantially the same as was submitted to the last Congress. A copy of the retirement package was sent to Hull. 13, Ran into Paul Summit, Senate Judiciary Subcommittee staff on Administrative Practice and Procedure. He alerted me to the upcoming hearings in late June on the Nelson and Kennedy bill on. electronic surveillance. They intend to call the Attorney General and perhaps one or two other witnesses. This would clear the bill for reporting out. However, Senator John L. McClellan (D. , Ark. ) feels the bill goes too far as concerns requiring warrants in all cases of foreign intelligence. They hope not to have the bill reported out of subcommittee, however, he said there is a good chance that Senators Edward M. He said he appreciated being alerted, although he himself saw no problem with the language as it was. 8, Accompanied Mr. Warner to a. meeting at *a&~With Messrs. Emerson Brown, Bill Jones and Gene Malraborg.,, to discuss State's draft position with respect to our unauthorized disclosure legislation. In a constructive session at State representatives conceded to drop references to section (g)(2) as possibly placing restrictions on intelligence information from our ambassadors as being contentious without due cause and we agreed that the Director probably would not object to dropping certain language from the Speaker letter concerning problems with legislation. encompassing a larger class of persons than those covered by the proposed legislation. On the general timing of the proposal it was agreed that it: would perhaps be best to table the matter at a USIB meeting and in that connection we said we would advise OMB of this development in connection with OMB imposed requirements for departmental reports back to OMB. 9. Clark McFadden, General Counsel, Senate Armed Services Committee, called to report that Pat Holt, Chief of Staff, Senate Foreign. Relations Committee, had called Ed Braswell, Chief Counsel. and Staff Director, Senate Armed Services Committee, concerning the possible termination of the NID and that as a result the matter had been discussed with Chairman John C. Stennis (D. , Miss. ), Senate Armed Services Committee. He feels this will be a tremendous loss to the Committee but would not want: to do anything to make things more difficult for the Agency. I thanked McFadden for letting us know and informed him that the NID would be continued through the recess, the matter `,ras being reconsidered and we would notify him before the fact if it is terminated. 10.
