spelling of the constituent's name had been given to us previously as
lanucci said this was in error and understood that this in effect
would become a new case since all checks would have to be re- run under
the corrected name. The Freedom of Information Coordinator was alerted
to this.

Judiciary Committee staff, called on behalf of Mr. Cline confirming that
an Agency reply to the Committee request concerning the use of the files of
the now abolished House" Internal Security Committee was required,

requesting that we handle a call he had received from Skip Spenceley, on the
House Merchant Marine and Fisheries Subcommittee on Fisheries and Wildlife
Conservation and the Environment. Spenceley asked for a briefing on the
impact upon the Japanese economy if all Japanese exports to the U, S. were cu t
off, The information was needed in connection with pending legislation which would
direct such action in retaliation if the Japanese whaling industry continues to
- disregard whaling conservation. I told would handle the call.

the Weekly Summary and other support as a substitute. McFadden believes
that the NID is an invaluable aid, to the Committee and may well raise this
as an issue with Chairman John C. Stennis (D,,, Miss. ).

House Internal Security Committee, now with the House Judiciary Committee
staff, and verified that she was changing her subscription to FBIS daily
reports.
7. (Unclassified - DFM) Called Terry Modglin, House Merchant.
Marine and Fisheries Committee staff, regarding the April 21 and 22 hearings
before the Panama Canal Subcommittee. OCI/WHD, h.ad STAT
requested that we obtain a copy of the hearings if possible. Modglin said
there would be no problem with my borrowing a copy of both the open and.
executive sessions of the hearings, and I arranged to pick them up from.
him on Wednesday.
8. (Internal Use Only - LLM) Talked to Mr. Malmborg, Assistant.
Legal Adviser,,5ta.te DeDartm_ P- concerning the Director's proposed
position on S. 244 amending the National Security Act of 1947 on (g) (2)
"illegal activities" prohibition. I recommended that rather than registering
their concern in writing to OMB they merely refer to their contact with
us and we for our part will go towards a possible revision on our comment
on (g)(2) either by limiting our comment to the statement that it is
inappropriate and unnecessary or provide further explanation of the specific
problems which could be encountered by the obvious over. breadth of the
provision. Malmborg agreed.
9. (Internal Use Only - LLM) Bill Jones_ Ij P I; a called
and wanted to know if Mr. Malmborg, State Department, and I had yet
talked on the Director's proposed comments on S. 244 amending the
National Security Act. I reported the results as stated above.
On our proposed unauthorized disclosure legislation, Jones said
that Mr. Hyland., OMB, agreed with State's legal advisers that the timing
was not propitious. I`said this involved an arguable difference of opinion
because I was quite sure Mr. Colby was still committed to pursue the
legislation and that we were still not convinced that the problems reflected
in State's proposed reply to OMB on the legislation were solid, but I
thanked Jones for his good efforts on our behalf.

10. (Internal Use Only - LLM) Emerson Brown, _State Denartnent,
called for a final review of State's proposed response to OMB on the
unauthorized disclosure legislation. Brown admitted that State had already
received our views but in the interest of avoiding any possible, probl.en-r.
between us, which we might still be able to resolve, he agreed to LDX
a copy of State's final draft position so that we would have at least one
more chance on a meeting of minds and eliminate any unnecessary
contentions. State's draft reply has been sent to Mr,. Warner, OCC.
See Memorandum to Mr. Warner of 20 May 75 for details.
11. (Unclassified - BAA) Jane McMullan, Senate Appropriations
Committee staff, asked if she could have the names of the Senators
who appeared at briefings of the Intelligence Operations Subcommittee
since the beginning of this year. I told Ms. McMullan that I would
check on this and be back in touch.
12. (Unclassified - CG) Dorothy Kornegay, Secretary, Senate
Government Operations Subcommittee on Intergovernmental Relations,
called to notify us of the jacket number (44-826) for the 9 and 10 December 25X1
1974 hearings, "Legislative Proposals to Strengthen Congressional Over-
sight of the Nation's Intelligence Agencies. " I subsequently called
Acquisitions, and requested 75 copies. He later called back to say that GPO
told him the hearing had already been printed on 16 May.

intelligence sources and methods legislation and reviewed some of
the points we would like stressed or omitted. I told him we would

13. (Unclassified - LLM) While on the Hill, had a call from Charles
Lombard, Senate Select Committee staff, for a glossary of initials used
for intelligence agencies. brought to my attention.. a copy
of an OTR study guide containing selected terms and abbreviations. This
document was submitted along with a request to Perry Miles, of the
Commission Review staff, for consideration for submission. to Lombard.,
In the meantime, we will provide Lombard with a copy of the unclassified
glossary of selected intelligence terms and abbreviations which has already 25X1
been provided the Select Committee staff.
15. (Unclassified _ LLM) Called Brady Williamson, Legislative
Assistant to Senator Dick Clark (D., Iowa), to determine if anything had
yet been finalized on the Senator's visit to Headquarters for breakfast
with the Director. Williamson said that they were definitely interested
and that Julie Marshall would be calling us concerning a date.
16. (Unclassified - BAA) Marsha Matts, Defense Subcommittee
of house Appropriations Committee staff, called and said that Ralph Preston
would like to have someone come up and give the Subcommittee a briefing
on the situation in Cambodia sometime today before 4:00 p. rn. Mr. Cary

6. (Confidential - LLM) Sat in on a briefing of Dorothy Fosdick
and Richard Perle, Permanent Subcommittee on Investigations, Senate
Government Operations Committee, by Mr. Zeke Zellmer, DDS&T, to
update them on the Soviet hardware picture. There are two follow-up
items. See Memo for Record.
8. (Confidential - LLM) Saw George Armstrong, on the staff
of Representative John M. Ashbrook (R., Ohio), who showed me the
Jack Anderson column of today and wanted to know if we had. any,
evidence of abuses of civilians in South Vietnam by the Viet Cong and the
North Vietnamese. He has already received from State some cables sent
by Ambassador Martin t. I told him I would certainly check to see
if the item carried in the Anderson 'column was in fact reported by FBIS.
I said the bloodbath possibility has been an item of concern and thus I am
sure whatever we picked up in Vietnam is accurately reflected in the country
team cables sent by Ambassador Martin, but that I would check.
Mr. Armstrong asked if who had recently 25X1
retired, thought of making himself available to congressional committees,,
and I said that now has no ties with the Agency, but that I wouldn't:
be surprised if eventually he testified before congressional committees.
Mr. Armstrong was somewhat disturbed by the quote in the Washington Stay-

Mr. Ashbrook designed to establish a select committee to place on record
any atrocities committed in Southeast Asia by Communist forces.

Relations Committee staff, called and requested the names and titles
of the men who will be doing the briefing tomorrow of the Subcommittee
on Investigations. I supplied Ms. O'Brien with the information.

and said she had a package for Mr. Gary and would like one of our
couriers to pick it up. Arrangements were made for the package to
be picked up at 0900 hours tomorrow .

Foreign Relations Committee staff, to provide some personnel figures
for the use only of Chairman John Sparkman (D., AIa.) on an if and
when needed basis. He was tied up all afternoon on the South Vietnamese

with respect to our earlier conversation on the proposed legislation
on unauthorized disclosure of intelligence sources and methods

and told him Mr. Colby would be happy to speak to his group on 15 July at
6:00 p. m. Mr. Prentice said he would confirm this with the group and get.
back in touch with me. Later he called and confirmed the date and time..
He said this is a group of people who either work for Republican. members
now or formerly worked for Republicans. He said there are about: 25 people
in the group now. Prentice said they would like the Director to come to
room 2202 Rayburn House Office Building (Representative Joseph McDade's
office) on 15 July. He said either Hyde Murry, of the House Agriculture.

23. (Confidential -- GLC) Called Ed Braswell, Senate Armed Services
Committee staff, and discussed with him the press article over the weekend
which reported that Senator Church has decided against allowing Agency witnesses
to have a "monitor" present when they appear before the Senate Select Comx- ittee,
I reviewed the background of this with Braswell as I had with. Jim Calloway,
Senate Appropriations Committee staff. I then discussed with him the various
aspects of a witness' right to counsel and the possible advantages of having
a special counsel for the Agency as in the Army/McCarthy hearings,. No
conclusions were reached, but Braswell seemed to share the view expressed by
Calloway that an Agency employee should be permitted to have counsel present
if he chooses without having to bear the expenses of that counsel's fees. In this
connection, we also discussed the matter of representation by Agency or

called Jack Boos, Intelligence Subcommittee staff, House Armed. Services
Committee, and inquired as to the status of 1-1. R. 1531 and I-1. R. 1532, two
bills affecting CIA introduced by Representative Elizabeth Holtzman. (D. , N. Y.
Boos said there had been no action on either bill and none is contemplated, 125X1
subsequently called Oliver and advised him accordingly.
10. (Unclassified -- WPB) Ron Tammen on the staff of. Senator
William Proxmire (D., Wis.) phoned to add one more item to the request
for North Vietnamese economic data that the Senator's office had made on
behalf of two academicians. Specifically, he asked for any figures on North.
Vietnamese taxation after 1965. I told him that I would see if we had any

who is tasked with responding to a letter to Dr. Kissinger from Oito 1i7' .ler,
Chairman of the Board of Governors of NCICA. Jones had no idea of the
full name of this organization and asked our assistance because the contents
of the letter suggested the organization was related to coun.tc:rint:elligence..
After checking with Central Reference Service, I informed Jones that the
organization is the National Counter Intelligence Corps Association.
(Confidential - DFM) In Mr. Cary's absence, took a call from
a r- I DIA. He has been tasked with responding to a letter
to Secretary Schlesinger from Representative Patricia Schroeder (D. , Colo.. )
re arding the Sam Adams article in the May issue of Harper's magazine.

oznquiries of Representative Les Aspin (D. , Wis.), and thought: a coordinated
effort would also be appropriate on this subject. I told him that the DDI was
