day with Jim Oliver, OMB, and he said that the decision of whether there
would be a statement by the President, in connection with the intelligence
activities provision of the Foreign Assistance Act, would be determined
within OMB and that there is resistance to such a statement in view of
the legislative history recognizing the need for security protection of the
information to be reported to the Congress. I again pointed out the
absence of Executive procedures and Oliver said that a shorter statement
for the President would increase its prospects for inclusion in OMB's
recommendations. I agreed a statement along the following lines
would be helpful. He suggested a shorter statement, which except for
some slight modifications, was agreed to and Oliver said he would push
the following: "The bill adds a new section 662 to the Foreign Assistance
Act of 1961 which requires reports to committees of the Congress on the
scope and description of certain activities of the Central Intelligence
Agency. Because of the sensitivity of such information as recognized by
the Congress in the National Security Act of 1947, I trust the Congress
will establish procedures to assure maximum security of the information
provided. "

Foreign Assistance bill and after discussing its contents, he said it
would cause them no problem.
3? NSC staff, called
regarding the Director's 18 December 1974 letter to the President on
the Foreign Assistance bill and said it is now on General Brent Scowcroft's,
Deputy Assistant to the President for National Security Affairs, desk and
he will change the section number from 27 to 32, a change accomplished
in conference. In response to his request, I gave Da brief run down
on our understanding of who is doing what on the Director's recommendation
and stressed that we had been urged by the NSC staff to send the letter
directly to the White House and this made sense to us since the only real
support we appeared to be meeting for our position was within the NSC
staff, although it no doubt is confusing when a number of staffs, NSC, OMB,
legislative, are working . on the same problem.

4. Received a call from Sandy, House
Appropriations Committee staff, who wanted to know if Representative
Clarence D. Long (D. , Md.) had been in attendance at the 16 January 1973
DCI briefing of the Defense and Military Construction Subcommittees, House
Appropriations Committee. I called later and told Marsha Matts, also on
the staff of the Committee, that Representative Long was in attendance
at this briefing and if Sandy needed any further information, not to hesitate
in calling us.
5. Received a call from Frank Slatinshek,
Chief Counsel, House Armed Services Committee, saying that he needed
to talk to Mr. Colby immediately. I told him that the Director was in
a USIB meeting but that I would get a message to him as soon as possible.

6. Mr. Thuermer's, Assistant to the
Director, office passed on a message from Wendy Froehlich, in the office of
Representative Otis Pike, requesting employment applications and
brochures. We will follow up on this.
7. In res onse to a message left with the
Director's office, I land I met with Chairman George
Mahon, House Appropriations Committee, and provided him with some
unclassified material which ad prepared on major developments
worldwide. Mahon said he would go over the material when he had an
opportunity next week and be back in touch with us if anything further was

8. Received a call from Frank Sullivan,
Senate Armed Services Committee staff, who requested three sets of
the following maps for use by Senator Sam Nunn (D. , Ga. ) on
his trip to the Far East: 1) an 8" x -11" map of the whole Pacific
area; 2) a smaller map including just the East Asia area; 3) a map
of each of the following countries- -Japan, Korea, Philippines, Thailand,
Vietnam and Guam (Micronesia area). Arrangements were made with
the map library for the maps which will be delivered to Sullivan not later
than tomorrow afternoon.
25X1 25X1A 9. Together with DDI, met with
Representative Hamilton Fish, Jr. (R. , N. Y.) and discussed with him
conditions inside the Soviet Union and some aspects of the Soviet
emigration problem. Representative Fish indicated that the State Department
appears quite opposed to his trip at this time, since he is very interested
in seeing what can be done to expedite the establishment of procedures
for immigration to the United States. Completely off the record and
based upon prior relations with Representative Fish, it was recommended
that,in these matters he follow the guidance of the Department very closely
since any procedures worked out would be dependent upon the acceptance
by tie Department here in Washington, Representative Fish will check
the matter further through Jim Cline,, Counsel, Subcommittee on Immigration,
Citizenship, and International Law, House Judiciary Committee. He was
most appreciative for the Agency assistance in this matter and indicated
if he needed anything further he would be back in touch before the trip.

10. In the absence of Jim Cline, Counsel,
Subcommittee on Immigration, Citizenship, and International Law, House
Judiciary Committee, met with Fran Christy, also on the Subcommittee
staff, and brought her uptodate on the meeting with Representative Hamilton
Fish, Jr. (R. , N. Y. ). Miss Christy will relay the information to Jim Cline,
Counsel for the Subcommittee, upon his return.
