1. Bill Jones, INR/State, called for some
assistance in handling a constituent request referred to State by Senator
John Sparkman (D., Ala. ). We forwarded to Jones the standard package used
by Mr. Thuermer answering requests for CIA material for use by college
debate teams.
2. lien Wolensky of the firm of Hogan and
Hartson (telephone 331-4632) called to alert us that the House Ways and Means
Committee had ordered reported a bill to repeal section 912 of the Internal
Revenue Code exempting Government foreign area allowances from income
25X1A taxation. This was done in conjunction with a repeal of section 911 excluding
25X1A certain earned income abroad from taxation. , OGC, and
OP, were alerted. This measure already faces some serious

opposition in the Senate in connection with the oil depletion allowance provisions.
3. I ICalled Jim Davidson, Counsel, Senate
Government Operations Subcommittee on Intergovernmental Relations, and
expressed our appreciation for his efforts in securing exemption for the Agency
from most of the provisions of S. 3418, the Senate right of privacy bill. I
pointed out that in the version appearing in the Congressional Record of
November 22nd, the exemption for intelligence sources and methods was
erroneously worded "designed" rather than "designated for protection from
unauthorized disclosure pursuant to 50 U. S. C. A. 403. " Davidson said that
this was a clerical error and would be corrected.
4. After discussing withi OP,
I returned a call from Gale Farrell, office of Representative Edward P. Boland
(D., Mass. ),concerning a constituent who operates an employment placement
company and who inquired as to seeking a contract with the Agency. I explained
that the Agency has no contracts with any employment placement organization
which charges fees since this is against the law; if, however, the constituent
operates a charitable or similar nonprofit company assisting minority and EEO
applicants, we would be pleased to have someone talk to them. She said she
would check and call me back. 25X1

5. Called the office of Charles F. Simms,
OMB /OGC, in response to their memorandum to the Agency requesting
comments on a proposed Executive Order, "Continuance of Certain Federal
Advisory Committees. " The proposed Order is pursuant to the Federal
Advisory Committee Act and extends the existance of advisory committees
created by the President. I explained that we would have no comment since
we are expressly exempt from the provisions of the Act. No written reply is
necessary.
6. Called Rebecca Switzer, office of Senator
James Abourez . , Da k. , in response to her earlier call requesting
a rough estimate of the Agency's yearly budget. I explained that this figure
was not for publication. She seemed totally unfamiliar with the Agency's
appropriation process in the Congress, and it appeared her request was more
personal than official.
7.1 Called Jim Kronfeld, Staff Counsel,
House Government Operations Subcommittee on Foreign Operations and
Government Information, and inquired as to whether he had any information
concerning the case of the Agency employee referred to by Representative
Bob Eckhardt (D. , Tex.) in his floor statement last week supporting
Representative Bella S. Abzug's (D., N. Y.) amendment to strike the Agency's
exemption from H. R. 16373, the right of privacy bill. Kronfeld said the staff
had no information on the case. He suggested that we check directly with
Representative Eckhardt's office.
We discussed the Senate vote Friday passing H. R. 16373, but
substituting the text of the Senate bill, S. 3418. Kronfeld felt that the two
bills were so different that it would be very difficult, if not impossible,
to reconcile the differences in conference. He doubted that there would be
a privacy bill this Congress. He said the House might very well pass S. 3418
and substitute the text of its bill, and would hope to go to conference with the
Senate-numbered bill rather than the House-numbered bill. In conference he
would hope that the conferees would accept most of the House bill. He
reaffirmed that the conferees will support an Agency exemption as provided
in the House bill. A decision should be made this week, and he will let me know.

Received a call from Leslie Yates,
Staff Consultant, Subcommittee on rica, House Foreign Affairs Committee,
who wanted to know who would be coming up to pre-brief Chairman Charles
Diggs (D. , Mich. ) in connection with the briefing scheduled for 9 December
1974 for the Africa Subcommittee. I told her Mr. Cary and
OCI, would be there.
9. I uIn follow up of our conversation on
Friday, advised George Murphy, Deputy Director, Joint Committee on
Atomic Energy, that I had had an opportunity to review the information on
counter espionage activities in which had been brought to my attention25X1
and said they were not involved in nuclear or NATO matters and thus unrelated
to the story he had called about on Friday. Murphy requested a short blind
memo, unclassified if possible, on the case involving the Polish service and
I said we would see what we could find. Murphy says he attempts to keep
track of these events in connection with the Committee's overall interest
in the security of NATO and protection of nuclear secrets.
10. Accompanied the Director and Messrs.
Nelson and o the bi-weekly briefing of the Intelligence Subcommittee
of the House Armed Services Committee. See Memo for
Record for details.
11. I ITalked to Greg Rushford, in the office of
Representat ive Clarence Long, and told him Bill Anderson, also of Long's staff,
and I agreed on Friday that our respective schedules made it impossible for us
to get together with Long this week. I suggested we have our meeting next
Wednesday morning, 4 December, and he agreed to this scheduling. I also told
him the briefers would be nd I would accompany
them. Rushford again said they wanted for the briefing. I told
him again II field was strictly Iran and if he wanted the briefing limited to
that arewould probably be the briefer. Rushford said they wanted the
briefing o go .urther to include all the Persian Gulf area but they wanted to
hear about project. " I told him I would check further on this and let

Affairs Committee Subcommittee on Africa staff, to discuss the substance
and procedures for a briefing of the Subcommittee on 9 December. See

25X1 13. Called Guy McConnell, Senate Appropriations
Committee staff, and asked him for his view on whether the House action to
reduce Federal agency's travel expenditures by 25% of what they were last
year would be agreed to by the Senate. McConnell said he didn't think it would
be accepted by the Senate.

questions which have been put to him by Senator Metzenbaum regarding past

I OTR, called to say he
had talked with Captain Jim Lucas who had no objection to the extension of
an invitation to Representative Peter Frelinghuysen to address the Advanced
Intelligence Seminar on the Hill on 17 December. I told0 I would raise
this at the DCI morning meeting and if there was no objection I would contact
Frelinghuysen.
16. I I Called Chairman Lucien Nedzi, Intelligence Sub-
committee of House Armed Services Committee, to alert him to the possibility
that Representative Charles Diggs would contact him with regard to arrangements
made between the Armed Services Committee and Foreign Affairs Committee
leadership for briefings of Foreign Affairs by the Agency on certain intelligence
activities. I told Nedzi of our discussions with Diggs this afternoon and he
appreciated both our position and my call.
Nedzi said he had talked with Chairman Rodino, House Judiciary Committee,
regarding a possible inquiry to the Agency by Representative Holtzman and others
concerning associations with Governor Rockefeller. Rodino told Nedzi that any
such inquiries should be referred back to him. I told Nedzi of Holtzman's
questioning of Rockefeller on Friday regarding his role as a member of PFIAB on
the Chile matter and added that I hoped there would be no further inquiries of us.
I talked with Nedzi about our discussions with Greg Rushford, staff of
25X1A Representative Clarence Long, in demanding that I be a member of the
team which will brief Long next Wednesday, 4 December. Nedzi said he would be
25X1A glad to support us on any real problems with Long but said we should not be
unreasonable in our position. He recommends that we include in the
briefing team unless there is a strong reason for not doing so.

18. I IBarbara McElven, on the staff of
Representative Ronald B. (Bo) Ginn (D., Ga.), called to ask on behalf of a
constituent whether there were tours given of the CIA buildings. I
explained to her that there were no public tours of our buildings but said I
would send her an Agency brochure for her to send on to the constituent.

19. Spoke with Pam Wolf, Library of
Congress, who asked tor two intelligence reports: a 1954 report by General
Doolittle's group on foreign intelligence and a 1949 survey by Allen Dulles
on the intelligence community. I advised her that the Agency did not have the
authority to release these reports since they , were prepared for the White
House and the National Security Council. When I asked she admitted that she
was working on this request for a Mr. Hanna, House Foreign Affairs Committee
staff. OLC has received a request directly from Mr. Hanna also.
20.1 In the absence of Frank Slatinshek, Chief
Counsel, House Armed Services Committee, I left with Berniece Kalinowski,
Slatinshek's Personal Secretary, a short blind memorandum dated 22 November 1974
entitled, "CIA Act of 1949, as amended (Section 8), " together with a copy of
Section 8. Slatinshek had called last Friday as a result of a call from Thomas
Shillinglaw, Office of the Legislative Counsel, House of Representatives,
Received from Kalinowski an "Early Bird" copy of an item by
J. David Truby entitled, "The Super-Secret Soviet Rifle." Kalinowski told
me that Slatinshek would appreciate our comments on the item.
21. I talked to George Berdes, Subcommittee on
National Security Policy and Scientific Developments staff, House Foreign Affairs
Committee, and confirmed the briefing on SALT for Mr. Duckett, DDS&T, for
Wednesday, 11 December, at 10:00 a. m.
