1. I Called John Martiny, General Counsel,
House Post Office and Civil Service Committee, and inquired as to the
outcome of the Committee meeting which was scheduled for this morning
on S. 1688, the Ervin bill, which protects the constitutional rights of
Federal employees. Martiny said the meeting was cancelled for lack of a
quorum. The next meeting is scheduled for 5 December, however, he
doubted that the bill will come up again as it will be too late in the
session for any floor action.
2. ) Called Jim Kronfeld, Counsel, Subcom-
mittee on Foreign Operations and Government Information, House Govern-
ment Operations Committee, and discussed the vote by the Congress
overriding the President's veto of H. R. 12471, which amends the Freedom
of Information Act. I referred to the published statement by Subcommittee
Chairman Moorhead commenting on the President's veto in which Moorhead
had indicated that after the veto was overridden his Subcommittee would
hold hearings to review the President's objections and to determine if
future amendments to the Freedom of Information Act were needed. Kronfelc
said that no hearings are to be held in this session. The Subcommittee,
however, recognizes there will be problems and they will exercise close
oversight of the implementation of the law by the Executive. He added
that the Subcommittee will hold hearings to study any problems early in the
next Congress. I also inquired as to the passage today by the House of
H. R. 16373, the Right to Privacy Act. I expressed our appreciation to
the Chairman, other Committee members and the staff for defeating the
Abzug amendment which would have struck the exemption for CIA. Kronfeld
said that during the debate, Representatives Holifield, Moorhead and
Erlenborn strongly su ported the Agency's need for an exemption.

3. Received a call from Pete Bonner, Minority
Counsel, Senate Appropriations Defense Subcommittee, who said he had talked
to Senator Milton Young about the problem amendment to the Freedom of
Information Act would cause for us. Bonner said while Young was sympathetic
to our situation, he had been pinned down by the press on this issue during the
recent political campaign and had made a commitment to support the Freedom
of Information Act on the question of overriding the President's veto. I told
Bonner we wished the situation were different but we understood the circum-
stances and I thanked him for pursuing the matter with Young on our behalf.
4. Accompanied the Director and Messrs.
Ito the monthly briefing of the Intelligence Operations
Subcommittee of the Senate Appropriations Committee. See Memo for Record.
5. Talked to Ralph Preston, House Appropriations
Committee staff, and confirmed the briefing for 27 November at 10:0 0 a. m. for
the Special Group. has been advised.
I also discussed with him the Ryan amendment, section 660 of H. R. 17234
the Foreign Assistance Act.
6. Met with Dorothy Fosdick, Permanent Sub-
committee on Investigations staff, Senate Government Operations Committee,
in response to her phone call, and received from her a constituent letter
enclosing a press item concerning PLO involvement in the death of the ambassador
to Sudan. Fosdick asked if we would provide comment on the item for 'Senator
Henry. M. Jackson's? information. I , DDO, has been advised.
7. Met with Bill Hogan, House Armed Services
Committee staff, and received from him copies of the transcript of Mr. Helms'
testimony of 17 May 1973 and 7 March 1974 as declassified by the Committee.
The transcripts have not yet been released to the court nor to the press.
I also received from Hogan copies of correspondence from Re-pr tive

9. Called Karen Chmielewski, in the District
Office of Representative Lawrence Coughlin (R. , Pa. ), regarding her request25X1
on behalf of a constituent for information on a number of technical intelligence
collection systems. Based on information I had received fro
DDS&T, I told Chmielewski that the Agency had no information which could be
released to the public on these matters, but suggested she might contact the
Defense Department. Chmielewski was satisfied with this response.
