1. I I Called Al Tarabochia, Chief Investigator,
Senate Judiciary Internal security buhcommittee, and arranged for a meeting
25X1A tomorrow morning with in Tarabochia's office to discuss
further the Agency input in the proposed staff study on the Venceremos Brigade
by Taraboc.hia.

2. I I Met with Bill Phillips, Staff Director,
and Jim Kronfeld, Staff Counsel, House Government Operations Committee,
Subcommittee on Foreign Operations and Government Information. Kronfeid
gave me a copy of amendments to the right of privacy bill (H.R. 16373) to be
submitted by Representative Richard H. Ichord (D., Mo.). He was sure we
were not affected, but asked that I look them over anyway. I asked Phillips
when we would be asked to provide further information as a follow-up to the
Director's testimony on H. R. 12004, the bill on classification. Phillips said
they .had decided that no further information from the Agency was necessary
on the bill.
3. Miss Nancy Gust in the office of Representative
Robert J. Lagomarsino (R. , Calif.) called to request information on the Agency's
summer internship program for prospective M. A. students. I called the
Recruitment Division and requested that they forward the appropriate material
to Miss Gust at her home address.
4. Received a call from Cynthia Mora in
the office of Representative John L. Burton (D. , Calif. ), who said they had
received a telegram from requesting information about his
pension. He indicated he had been an aide to President F. D. Roosevelt and
had worked for CIA during the Eisenhower Administration. Representative
Burton's office forwarded the inquiry to their San Francisco office for handling;
however, when they contactedF __j he refused to give them any more
information and insisted that the matter would have to be dealt with in
Washington. Miss Mora provided me with0 social security number,
address, and telephone number. I subsequently cal.led..t.h4,-...OffUGe. of Per nnel
and asked them to look into the matter.

I called Mr. H. W. Wolff, Library of Congress, to tell him that I had referred
Colonel Harrick, OSD Legislative Liaison,
called regarding a request he had received from Representative James Cleveland
for comparative figures on the percentage of Soviet defense expenditures
allocated to personnel costs. He said he had some recollection that an Agency
figure had appeared in public print. After checking with A OER,
I suggested that Harrick direct Cleveland to page 32 of the Director's sanitized
testimony before the Joint Economic Committee dated 12 April 1974, but I also
suggested that Harrick caution Cleveland about the pitfalls involved in attempting
to make comparisons of U. S. and Soviet programs in this respect.
7. I ITalked to Marian Czarnecki, Chief of Staff,
House Foreign Affairs Committee, concerning the debriefing of the House
members included in the recent travel delegation to the PRC. Czarnecki saw
no reason why we should not approach each of the members if we so desire.
In his opinion, Representatives Clement J. Zablocki (D. , Wis. ), Peter H. B.
Frelinghuysen (R. , N. J.) and William S. Broomfield (R. , Mich.) can be
expected to be cooperative.
I also invited Czarnecki to meet with the Senior Seminar on
25 October and talk to them about the House Foreign Affairs Committee and the
new oversight responsibilities of that Committee. Czarnecki has a conflict on
his schedule for that date, but if it can be worked out he will meet with the
seminar. 1OTR, has been advised.
8. I 1 Received from Jane Mathias, Senate Foreign
Relations Committee staff, a copy of the itinerary of Norvill Jones and George25X1
Ashworth of the Committee staff for their travel to the Persian Gulf from
23 October through 6 November. I also confirmed with Ms. Mathias the meetin
with Jones and Ashworth for 2:30 p. m. , Thursday, 17 October.

9. Met with Donald G. Henderson, Acting
Staff Director, Senate Foreign Relations Committee, and discussed with
him the debriefing of the Senate members of the recent China travel
delegation. It was Henderson's suggestion that Senator J. W. Fulbright
(D. , Ark.) would be rather difficult to schedule, but that Senators
Hubert H. Humphrey (D. , Minn.) and Hiram L. Fong (R. , Hawaii) would
probably be pleased to meet with us.
As for the Committee study on the Chile testimony by Agency
and other witnesses, Henderson does not know at this point whether any
further action will be taken other than responses to the Senate Government
Operations Committee for the Senate Foreign Relations Committee views on
the Baker/Weicker bill, S. 4019, a joint committee on intelligence oversight.
Henderson noted for our information only, that Senator Fulbright
has taken his defeat very philosophically, but has limited his activities
as Chairman of the Senate Foreign Relations Committee.
10. Left with Rita Argenta, Secretary to
William B. Hogan, Counsel, Intelligence Subcommittee, House Armed
Services Committee, a copy of the correspondence between Mr. Warner,
General Counsel, and OPIC which Hogan had requested.
11. 1 1 Met with Tom Hughes, Press Secretary to
Senator Claiborne Pell (D. , R. I. ). Hughes told me the problem of the
student at the block party during the Havana trip was a result of confusion
