the staff of Representative Andrew Maguire (D. , N. J. ), who requested a
copy of the Director's report to the President of 24 December 1974, which
was released yesterday. A copy was forwarded to him.

25X1A spoke with Terry Modglin, staff member on the House
Committee on Merchant Marine and Fisheries, regarding Modglin's request
on behalf of Representative Ralph H. Metcalfe (D. , Ill.), Chairman of the
Subcommittee on Panama Canal, for a general background briefing on
Panama. I said there would be no problem presenting such a briefing and
explained the general ground rules, all of which were agreeable. We tenta-
25X1A tively agreed on July 21st for the briefing and Mod lin will call me this week
with the exact date, time, and place. as advised.

Discussed with Mr. Michael Cavanaugh,
Staff Assistant, House Post Office and Civil Service Subcommittee on Postal
Facilities, Mail, and Labor Management, arrangements for the Director's
appearance on 10 July. It is to be an executive session and a time was set
fo,r 0945. The Director will make a statement following Chairman Charles
Wilson's (D. , Calif. ) statement, then go into a question and answer period.

L legislative Affairs, Department of Justice. Discussed H. R. 8227 and 200
the so-called Tunney-Edwards criminal justice informer ion bill. He thanked
me for sending him excerpts from the transcript of the Director's 25 June 1975
appearance before Representative Bella S. Ab-zug (D., N.Y.), Subcommittee
on Government Information and Individual Rights, House Government Operations
Committee. He said that although Congresswoman Abzug had cancelled the
Department's scheduled testimony before her Subcommittee, the material
would, no doubt, be of use in the future. As Jim tells it, the Chairwoman
felt that Kevin Moroney, Deputy Assistant Attorney General, was all she
was going to get, whereupon she cancelled the hearings. We then discussed
criminal information bills in some detail. The Department is going to strongly
oppose the Tunney-Edwards bill, while at the same time pushing its own
criminal justice information bills H. R. 61, S. 1428. The Department is
scheduled to testify on this legislation later this month. Apparently,
John Hotis, FBI Legislative` Liaison, is working on Representative
Don Edwards (D., Calif.), Chairman, House Judiciary Subcommittee on
Civil and Constitutional Rights. Jim concluded by saying that he hoped we
could keep in touch and work together on this legislation and.on other
legislation of common concern.;.
