10.1 1 Called Jack Boos, House Armed Services
Committee staff, to tell him that we still had the letter to Speaker Albert
very much in mind but probably would be discussing it with some key people
on the Hill. I asked that he pass this on to Chairman Lucien Nedzi, Intelligence
Subcommittee (and House Select Committee on Intelligence) and he said he
would. I also told Boos that the Director and 1 :1 would like to set:
up a meeting with Nedzi soon and that I would be back in touch with him early
next week about this. I asked him how things were progressing with the Select:
Committee and he said rather slowly. He commented they have sent drafts
of Committee rules and regulations to the members for consideration and
comment. I thought it appropriate to mention to him again our hope that the
Committee would decide to utilize secrecy agreements, with the Committee
staffers. Boos said it appeared they would and merit ioned they have been
reviewing the draft secrecy agreement which we provided him.
il:1 I Dick Moose, Senate Foreign Relations
Committee staff, called and asked if the briefing on Vietnam and Cambodia
which was postponed for Senator Dick Clark could be rescheduled for Monday
at 10:00 a. m. I called Moose back and said NIO/SEA, was
tied up at that time and arrangements were made for the briefing at 2:00 p. m.
in room 404 Old Senate Office Building.
12. I called Frank Slati:nshek, Chief Counsel, House
Armed Services Committee, late this afternoon to express the Director's concern
about the release of the testimony of I as it related to
certain NSA activities. Slatinshek said when it was returned to Bill Hogan, of
the Committee staff, with our suggestions for sanitization he subsequently made
it available to the press and, therefore, he feels it would be difficult to delete the
reference we are concerned about. I made two points in this regard: first that
when I returned the Testimony to Hogan on 13 December 1974
,
he strongly recommended to Hogan that he contact NSA also since the testimony
dealt with certain NSA activities. We naturally assumed Hogan would make this
contact. Further, it seemed to me that regardless of whether some members of
the press have had access to the transcript, the Committee could still delete

be reviewing this matter Monday morning and would see what could be done
but he didn't appear optimistic.

Called John Swearingen, Senate Rules
and Administration Committee staff, and told him that a check of our
records did not indicate that he held a current security clearance and I
suggested he go either directly to DOD or the FBI to update his clearances
in connection with his taking custody of the Watergate material in the vault
of the Joint Committee on Atomic Energy. Swearingen asked if we could
give him a contact point in DOD and FBI. I said I was sure we could do this
and that I would check. I ill follow up.
Swearingen called later and advised that he had learned that he had
a DISCO clearance as recently as 1973. I told him we would check further
but I still think it would be wise for him to make sure his security
clearance is updated. ill follow up on this also.

14. Called Jim. Oliver and George
Gilbert, OMB, and reviewed with them the handling of the requirement
l-f.or the Director's views on H. Res. 205. Both agreed that in view of the
high level handling that OMB clearance would not be needed but they
would appreciate a copy of the Director's reply.
With respect tc,,, s ,72 (Holtzman amendment) on the domestic
activities report to the President, I explained that although the House
Armed Services Committee had reported adversely and the resolution was
directed to the President, the Committee staff still wanted to have the
Director's views for their record. It was agreed that we would cooordinate
those views with OMB. is handling.
15. 1 11 NIO/SEA, called and
said the classified version of the paper on North Vietnamese aid would be
printed Saturday and we discussed the possible handling. It was suggested
to that if it is approved to release the classified version to
our Hill clients: that it be included in Monday's NID package which ; , f.
cover all four of our oversight committees and the two foreign affairs
committees, and we in this office would then contact the principal staff
officers in these Committees to advise who in the Committee had evidenced
terest in this sub'ect will tie in with Ion this.
