(Unclassified - DFM) LEGISLATION Attended the initial Senate Committee on Rules and Administration mark-up of S. Res. 400. Senators Marl-, Hatfield (R. , Ore.) and Dick Clark (D. , Iowa) introduced a number of perfecting amendments to the Resolution. These won the endorsement of a. majority of the Committee. A number of Senators, including Senators Howard Cannon (D. , Neb.), Chairman, James Allen (D. , Ala.), and Hugh Scott (R., Pa.) stated they were supporting the amendments because they improved S. Res. 400; however, they would be supporting the Cannon substitute to S. Res. 400. The Committee recessed before reaching the Cannon substitute and called another mark-up session for Wednesday at 10:00 a. m. 10. (Unclassified - WPB) LEGISLATION Bob Carlstrom, OMB, called to clear our statement and views letter on 1-I. R. 12039 and H. R. 169, bills to amend the Privacy Act of 1974. 1 also gave the Agency's clearance on the Treasury Department's draft comments on the same subject. 11. (Unclassified - WPB) LEGISLATION Called Mike Shaheen,. at the Department of Justice, to insure that the text of the eight point COINTELPRO notification program that we had received earlier from the. Department was still accurate. He said it was. 12. (Unclassified - WPB) LEGISLATION Lt. Col. Bennett, at the Department of Defense, called. He was drafting the Department's comments on H. R. 11365, Representative Robert Michel's (R., Ill.) bill to protect the identity of intelligence personnel, and was interested in the Agency's views. I read him excerpts from our draft letter. He said that he had been planning to take the same approach and thanked me for my help. 13. (Unclassified - RLB) ADMINISTRATIVE - DELIVERIES Delivered copies of a letter from-President Ford to Senator Frank Church (D., Idaho) regarding the release of intelligence budget figures and a letter to Senator Church from the Director regarding congressional oversight to Messrs.
