The requesters were asked to provide this informa- tion, but, for reasons unknown to us, they failed to follow through. A significant number of the requests were for records on more than one individual (e. g. , husband and wife) . On the other hand, a few individuals are counted more than once. In the latter category are those persons who have submitted both FOIA and PA requests. In addition, if another agency referred records to the CIA pertaining to an individual whose request we had already closed out, the request was assigned a new number.
