R. 214, the Right to Privacy Act of 1976. Mr. Mooney said he would appreciate receiving such a document and would use it under the guidelines I proposed to hin-i. 18.1 1 LIAISON I DIA, called in connection with security clearances for the staff of the Joint Economic Committee. I explained that we had provided an ad,hoc clearance for this session but had informed Richard Kaufman, of the Committee staff, that he must make application for a regular security- clearance and that he had agreed to do so. Legislative Assistant to Representative Les Aspin (D. , Wis.), called concerning his request on behalf of Mr. Aspin for a projection of Soviet naval forces. I explained that we did not keep book on the Soviet navy according to the breakout in which he was interested and therefore we simply could not. reallocate our resources, because to do so would be a degradation of our primary responsibility. He agreed that Mr. Aspin would understand and indicated he would be in touch with DI.A.. He also requested that we comment on the accuracy of an item in the 31 May 1976 issue of Newsweek (Periscope section) dealing with Russia's new missile gap. I said TI would see what we can do. 19.
