We, of course, find strong reason to' support core tinning the polygraph program. t1uring the period Jnnunry 196'3 to August 1974, 1773 staff applicants, and staff-tyro applicants were rojected or disni.ssed on security grounds. of these, 60t were rejected on information solely or princi- pally developed during polygraph interviews. N a1, 31L1~,144 U .a f el L I As recently as June 1074, during hearings. before the Subcos-- e ittesea on Foreign Operations and - Coverni ent Information, Mr. Harold Brownraaan spoke of the precautions taken by the Agency to protect the individual rights of U. S. citizens during polygraph. Those precautions still apply and are rigidly enforced. -ir. Brownmaan also discussed the Agency's research program which has spanned a period of ton years and resulted In the polygraph being described as a reliable a Ad effective part of the A ency's personnel security screening. (R. R. 564 has teen referred to the Cotnuittee on the Judiciary rather than, they Subcoanaeittee on foreign Opera- tions and Government.) 6. We appreciate and share Mr. loch's concern for constitutional rights and individual privacy, but we are also mindful of the Sportant contribution polygraph has nade to the Agency's security program and to national security. It is because of this contribution and because It is believed that the polygraph can continue to be used without unwarranted invasion of privacy that this office strongly recommends Agency opposition to H.
