Having re- viewed reference with knowledgeable persons in this Directorate, we find your proposed letter to be a necessary and proper initial reaction to the Bill. However, we would like to suggest that the first paragraph on page 4 be amplified to include a statement that publicity surrounding the recent amendments to the Freedom of Information Act has damaged several of our relationships overseas. Also, in the last paragraph of the letter, it is stated that "We have always felt that an arrangement could be reached which would comport with GAO audit requirements..." If this is true, I would think we would want to be as detailed as possible in what we would be happy with in order to get our ideas into the legislation in the beginning rather than have a committee of Congress formulate a procedure that we might have trouble changing at a later date.
