Re: Alleged Proposals to Tax Allowances of Government Employees Serving
Overseas
I talked to Pete Singleton on the staff of the House Ways and Means
Committee. There is a Ways and Means Task Force on Foreign Source Income.
They have hired a New York lawyer who works both on this and on a Task
Force on Capital Formation. There is no regular staff for the Task Force, but
they simply draw from the Ways and Means staff and that of the Joint Committee
on Internal Revenue Taxation. The Committee is Chaired by Congressman
Rostenkowski and includes Vanik, Pickle, Helstoski and Cotter, among the
Democrats (Helstoski was defeated and I am not sure Cotter has returned" .
The Republica~n?membee .are Conable, Vander Jagt and Frenzel. Pete tells
me that this ep eAis not gung ho on anything in particular. They are
having enough trouble simply getting out a report. Nothing formal has
been published. He thinks that State may have talked to one or two individual
congressmen who may have expressed their own opinions, but Pete is not
aware of any groundswell of enthusiasm for taxing Government employees'
allowances. He promised to keep me informed if he learns anything, and I
am sure he will make some inquiries.
