16. LEGISLATION Jeffrey Smith,
Department of State Legal Advisor, called regarding the Agency's letter on
H. R. 1311. Ile had been asked by Bill Jones, INR/State, to look over the
Agency's and State's positions on the bill. and to try to resolve the differences.
Before he explained his solution, I told him. that George Gilbert, OMB, had
told me that this was a dead issue, and that unless there was some future
indication that the bill would be taken up by the Committee on International
Relations, Gilbert saw no need for any additional Executive branch actior5X1
Smith said he would call Gilbert.
