(Unclassified - RJK) BRIEFING Joseph Overton, Legislative Assistant, on the staff of Representative Barry Goldwater, Jr. (R. , Calif. ), called to request a briefing for the Representative on aspects of the foreign and internal policies of the :People's Republic of China. He requested the briefing take place on either the 23rd or 24th of September in the late afternoon. I told him I would lool.c into the matter and let: him know whether the briefing could be arranged. OCI, has been advised and sees no problem with responding to the request. 6. (Unclassified - DFM) LEGISLATION Received a call from Bill Jones, INR/State Department, regarding the Agency's letter to OMB on H. R. 1311.. 1 told Jones that we had not determined how we would respond to State's request, but that I would raise the issue wit on his return. 7. (Unclassified - DFM) LEGISLATION Called Bill Nichols, General Counsel, OMB, regarding the multi-faceted issue of garnishment of Federal employees' wages.. Nichols said a final determination had been made that Civil Service Commission would draft regulations for all agencies and that these would be issued following the expected signing of the Executive Order next week. OMB also expects to have the Justice Department's draft legislation cleared next week. Nichols believes the only way to fully protect the Agency's interests. in these cases would be to get an exemption in the Act itself, and we agreed that this would be impossible in the present politica climate. Lacking that, he feels the Agency must stress the importance of this issue to its employee so that hopefully the garnishment: issue will not arise. 8. (Unclassified - BAA) INTELLIGENCE BRIEFING Ed Rice, Ad:nzinistrative Assistant to Representative Margaret Heckler (R., Mass, ), called and asked if the briefing scheduled for the Congresswoman this STATINTL morning at 11:00 a. m. could be changed to later in the afternoon.
