INTELLIGENCE BRIEFING After consulting with (OC I) and (OER), I stopped by Representative J. Edward R oush's (D. , Ind. ) office to discuss with Timothy Leeth, Staff Assistant, the Agency methodology in forecasting Soviet grain yields. I outlined for him the various sources of information the Agency uses in forecasting, stressing that the Department of Agriculture has access to everything the Agency does. I told hi.n) that weather data was the most important information used in forecasting and that this was supplemented by other kinds of intelligence such as press reports, attache reports, and ERTS. Leeth was primarily interested in the utility of E.R'T'S as an intelligence tool. I told him that ERTS was useful., but was collateral to and not central to these forecasting exercises. He seen-ied satisfied at this very general exposition. 6. LEGISLATION Received a call from Bill Jones, INR/State Department, regarding the Agency's letter to OMB on Jones suggested we solve our problems with the bill by requesting additional definitions rather than changing the text of the bill, as we had proposed in our letter. I told Jones we would consider his suggestion, and I would be back in touch next week. 7. LIAISON David Vienna, on the staff of the Senate Government Operations Permanent Subcommittee on Investigations, called regarding allegations of CIA involvement in the counterfeiting of U. "13. currency. Charges date from 1963 when CIA. was alleged to have gotten U. S. plates from the Treasury to produce currency to fund operations which Congres would not appropriate monies for. Somehow, CIA lost control of the plates and some former employee used them to make money. While Vienna. doesn't believe this story, there have been large quantities of U.S. currency floating around which would suggest that some plates were loose in this country. Ile wanted to know whether a a former U. S. Army Colonel, was connected with thisAge_ncy. This man was somehow involved. in this counterfeiting scheme.
