7. LIAISON Received a call from John Schwat,
of the Library of Congress. Schwat was interested in opinion polls regarding
public awareness of various parts of the intelligence community. After
checking with gave Schwat cites to four opinion polls dealing
with intelligence matters. However, none of them were exactly on the point
Schwat was researching.
8. LEGISLATION Called the House Committee
on the Judiciary and was told e names of the agencies which had been asked
to comment on the bills requiring financial disclosure.
LEGISLATION Called Torn- Moyer andDaveReitch,
both in the General Counsel of the Civil Service Commission, regarding the
numerous bills requiring financial statements by Federal employees. Civil
Service has been asked for their comments on these bills by the House, Judiciary
Committee. Reitch said the Commission was not planning to respond to the
Committee, because they get hundreds of requests every Congress for comments
and can only respond when a bill becomes active. However, we discussed the
merits of the bills, and he agreed that the Agency's special problems would
require an exemption.

LEGISLATION In connection with the

preparation of Agency comments on S. 1481, Senator Birch 13ayh's (D. , I'nd. )
proposa the use of the polygraph, I called General Counsel
of NSA. II loffered to send ine material on NSA's use of the polygraph.
STAT II. FOIA Called Jim Hyde, OMB, and asked if
he would want us to clear with them our reply to a letter from Representative
Ashbrook's (R. , Ohio) inquiry as to whether we are having any problems in
implementing the recent amendments to the Freedom of Information Act.
Hyde requested that we clear our response with him and asked that I send
him our draft for their preliminary review before the Director's approval.
12 FOIA Called John Casciotti, in the office
of Senator Richard Schweik r R. Pa. and inquired as to whether an FOI
request from a. constituent, addressed to the FBI, which was
sent to us by their office had been mist irected. He said they intended that
the Agency act on the request. IRS was advised to process the request.
