3. (Unclassified - LLM) LIAISON Bill Espinosa, AID, called
V and said Representative DonaldFraser (D. , Minn.) was introducing an
amendment dealing with human rights attached to the Security Assistance
bill, the gist of which says unless we go through long reporting requirements,
there will be no security assistance and wanted to know if this caused us
any problems. I told Espinosa that I did not think that it would but I
would have our guys check on this and be back in touch.
