SUBJECT H.R.. 9043, Flexible and Compressed Work Schedules

1. In response to reference (b) request, the Office of
Personnel has reviewed the proposed Bill, H.R. 9043, to authorize
experiments in the Federal Government with flexible and compressed
work schedules. We see no particular problems for the Agency with
the basics of the Bill. NPIC is presently experimenting with
flextime and several components in the Agency are operating on com-
presed work schedules.
2. The authority provided in the Bill for the Civil Service
Commission, i.e. granting exceptions and establishing the admini-
strative provisions, could pose problems for the Agency. This
authority for review is the same aspect we are protesting in the
Henderson Bill, and to be consistent, we recommend an exception also
be requested in this instance. The CSC administrative procedures
may pose no problems, and it is probable the Agency would follow
them without deviation, but we would not want to be in the position
of having CSC internal review should this be a provision in their
regulations.
