1. We have reviewed House
Resolution 11439 and favor
its adoption.
2. This bill would make
it possible for the surviving
spouse of an employee to
regain health insurance cover
age under the Federal Employe ES
Health Benefits Program in
the event of restoration of a
survivor annuity previously
terminated because of remar-
riage. Such a restoration of
survivor annuity is currently
provided for by law when the
remarriage is terminated by
death, annulment, or divorce.
Unfortunately, however, the
surviving spouse is prevented
from concurrently regaining
health insurance coverage
because there is no provision
for an annuitant to change
his or her health benefits
enrollment from not enrolled
to enrolled. Passage of STA
HR 11439 would erase this
inequ,i tY.
