4. LIAISON Called Bob Fink, House
Government Operations Subcommittee on Governs-rent Information and
Individual Rights staff, to arrange a meeting next week wit
OGC, and me to discuss the 20 cases referred to the Justice Department.
Fink's office advised he is on leave and will return Tuesday, 7 S(:pten:mber.
I left a message for him to call me.
5. LIAISON Marshall Peterson, a new
employee of the Office of Technology Assessment, called to see if we could
arrange a discussion on the subject of potential. industrial metal shortages..
Peterson has a Secret clearance from a past position as a private consultant.
I told him I thought this could be arranged, and I would get back to him..
OCI, has been advised.
6. 1 :A LIAISON Ben Marshall, on the staff of the
Senate Select Committee on Intelligence, called to relay special procedures
worked out for the clearances of George Pickett, of the Committee staff.
Pickett held all the necessary clearances from his previous position at the
Pentagon, but has been debriefed. Procedures were worked out between
Bill Miller, Staff Director, and Bob Gambino, Director of Security.
7. LEGISLATION Discussed with Mr. Bernard
Martin, OMB, the Administration's position on S. 3664, Senator William W.
Proxmire's (D., Wis.) foreign payments bill, now awaiting floor action in
the Senate. Mr. Martin said the Administration in July had endorsed
certain portions of S. 3664 but not those provisions dealing with criminal
penalities, and referred to the Richardson Task Force bill (S. 3741),
submitted as an alternative to S. 3664. Mr. Martin opined that is unlikely
S. 3664 will make it through the Congress this session but cautioned that the
bill's chances would depend in part on the political climate between now and
Congress' adjournment. In light of this, he suggested that, since the bill
did present us with serious problems, we have ready, in case the creed
arises, a views letter and that we consider, as I suggested to him, the
possibility of contacting the Securities and Exchange Co-nimission and the
Senate Select Committee on Intelligence regarding our position on the bill..

1. LIAISON Martha MacDonald, on the staff of
the Senate e ec Committee on Intelligence, called to inquire about the
status of the compartmented briefings requested for four staff members.
I gave her a progress report,
2.1 LIAISON Spoke to Olga Wentz, on the staff
of Representative Robert . , N.J.), concerning the constituent
inquiry o I told her that we had prepared a
suggested reply and outlined its contents. She said that it would be very
responsive and asked that I put it in the mail for her first thing tomorrow
morning, which I said I would do.
3? I I LEGISLATION Spoke with Mr. Bernard
.,Martin, UM., to obtain a reading on the Administration's position, if
any, on S. 3664, Senator William W. Proxmire's (D. , Wis.) bill dealing
with payments to foreign officials. Although not familiar with the bill,
Mr. Martin reiterated that the Ad:m.inistration was pushing its own
foreign payments bill (S. 3741, the Richardson Task Force bill) and he
therefore assumed the Administration would oppose 5.3664. I mentioned
that we had serious problems with S. 3664 and Mr. Martin said he would
check further on the bill and get back to us. STAT
