Subject: Constructive Views Regarding Administration
Bill
Enclosed is a self-explanatory memorandum regarding a proposed
Omnibus Administration Bill concerning the allocation of rights
to inventions arising from Federally-sponsored research and
development, and the protection and licensing of Federally-
owned inventions.
The proposed Administration Bill,. as :Finally approved by the
Committee, will be circulated to you again when obtaining
official OMB clearance.
In order to obtain additional views on substantive matters
for consideration by the Committee so as to better insure
agency-wide agreement of the Bill when submitted to the
Heads of the agencies for comment, it is being submitted to
you in advance.
Please forward to the Executive Secretary by July 20, 1976
any language changes you wish to have considered by the members
of the Committee.

Agenda: Consideration and Approval of the Proposed
Omnibus Administration Bill
Enclosed is acopy of the proposed Omnibus Administration Bill
for Committee consideration and approval.
The Bill was prepared by the Executive Subcommittee in accordance
with my March 26, 1976 memorandum and incorporates the policy
,concepts unanimously agreed upon by the members.
In order to expedite the Committee's consideration of the Bill,
it is asked that the members provide the Executive Secretary
with substitute language for any revision which the member may
wish the Committee to consider. I am also providing a copy of
the enclosure to the members of the Federal Council and the
liaison officers designated to handle pending legislation of
those Federal agencies primarily affected by the proposal for
similar constructive inputs. Substitute language, if any,
should be made available to the Executive Secretary, telephone
number 724-3370, no later than July 20, 1976 so that it may be
distributed to all the members in advance of the meeting.
I am requesting that the members make every effort to resolve
differences and possible problem areas in the draft Bill and
hopefully unanimous approval will be obtained with respect to
all substantive matters of the Bill during this meeting.
In the event the meeting must be extended for a longer period
to conclude the business of the Committee, the Board Room has
been reserved for all day.
