This is in response to your request for this Agency's -view-s.
and recom endat o on Enrolled Bill H.R. 12438, the Department
of Defense Appropriation Authorization Act, 1977.
The only item of direct interest to this Agency is Section 801
of the Enrolled Bill which,repeals the so-called l per ceritunt add-oxi
provision of annuities paid under the Central Intelligence: Agency
Retirement Act of 1964 for Certain Employees (78 Stab 1043; 50 U.S_C'
403 note). Section 801 reflects this Agency's understanding that said.
repeal of the "1 percent kicker" becomes effective only on repeat of
such provision under Chapter 83 of Title 5, United. States Code: ,
affecting Civil. Service annuitants, and is supported by this Agency.

10. (Unclassified - RLB) LIAISON Spoke with Mildred Wood,
on the staff of Representative Charles A. Mosher (It., Ohio), as per
her request, to inform her as to Agency regulations on hiring former
members of the Peace Corps, Vista, and Action.
11. (Unclassified - RLB) LEGISLATION Spoke with Quentin
Crommelin, on. the staff of Senator Russell B. Long (D., La.), to
"f inquire as to the status of S. 3572, introduced by the Senator, which
would prohibit aliens from employment in the Federal competitive
service. Mr. Crommelin said that he would be happy to take under
consideration any problems we might have with the bill and promised
to inform me if the Senator intended swift action on his bill. I told
Crommelin that I would have our personnel staff review the bill and
let him know if it would have any potential effect on the Agency.
12. (Unclassified .- RLB) LIAISON Spoke with Dick Lieberman.,
Senate Appropriations Committee staff, in an effort to resolve the problem
involving GAO effort's to obtain certain intelligence community publications
related to chemical warfare. It was agreed that further inquiries were
needed before a definite resolution of the problem could be formulated.
13. (Unclassified - NDL) LIAISON Took a call from Jim McPherson,
on the staff of Senator Stuart Symington (D. , Mo. ), who requested a copy
of the USSR Agriculture Atlas. I told him one would be sent to him today.,.
14. (Unclassified -- NDL) LIAISON Spoke with Lynn Bagley,
in the San Rafael district office of Representative John L. Burton
(D. , Calif. ). She asked for two copies each of the Agency publications
entitled "Potential Implications of Trends in World Population, Food
Production, and Climate" and "A Study of Climatological. Research as it
Pertains to Intelligence Problems. " I told her copies would be sent to
her today.
