The following are the main points of General Wilson's meeting on Saturday, 27 September 1975 on the President's Action Plan for Intelligence. a. We must change from our present reactive posture to one of initiative. b. We must tell our own story about our past alleged abuses and alleged failures. We must put things in perspective so that public understanding and congressional actions will be balanced. c. We must deal with two changes which threaten our existence: the intelligence is not worth its cost and the runaway intelligence community. kol 2. In terms of OLC,I mentioned o George Cary that already began a program to explain''`epposition on the Hill and develop a legis- lative package. The lptter include amendments to the 47 and 49 Acts and new legislation on a Joint Oversight Committee as well as changes concerning electronic surveillance and the Freedom of Information Act. General Wilson noted in his recent meeting with the Senate Select Committee, Church and Tower seemd to be interested in our help in drafting legislation on warantless electronic surveillance. 3. In addition to the Committee leadership mentioned in the Action Plan, I noted there are several other committees who have benefited from our intelligence which might be helpful. hey include the Joint Committees on Economics and Nuclear Energy as well ak~the Agriculture Committees. There are also a numbk r4 who Congressmen t-at we have briefed on matters of their special interest who might be willing to speak out on the value of our intelligence. 4. There was further discussion on other topics and other groups. There was the problem of what to say. One thought was the report prepared by Jim Taylor on the future of the Agency. Another possibility was the speech written by Dick Lehman. Another thought was to increase the number of spokesmen for the Agency.
