Chief, Recruitment Division advises that during his approximately seven months tenure, he established only one official contact with another Executive Agency - NSA. This resulted from the initiative of Personnel 25X Recruitment Division, who called to arrange a meeting date to discuss NSA's interest in economists z?: -ho applied to our Agency for employment but were surplus to our, requirements. The Director of Personnel approved the meeting with the understand- ing that we would only inform Agency applicants of NSA's. interest in and need for economists, leaving it to the appli- cants themselves to initiate contact with NSA. Ile advised office that we were prepared to meet at his pleasure. A firm date has not yet been established. .B. Historically, we have utilized the records of selec- tive service offices and military separation centers to establish contact with prospective employees. In these in- stances, we were only one of several Federal customers who made use of these records and centers for the same purpose. Names of individuals contacted can be furnished where available. The Military Personnel Branch list is attached. While some of the action points are somewhat unusual, e.g. , Army and Navy focal point officers are reimbursable, they are not completely unique. They are required to administer both the military personnel assigned to the Agency and the reserve units. 2. The Professional Placement Branch list is also attached. The regular column refers to offices with overall responsibility for programs, such as for the handicapped. The special column refers to a more specific point of contact. 3.. The processing assistants in Professional Staffing Branch. and Clerical''Staffing Branch contact other Government agencies to secure release dates on employees transferring from other agencies to CIA. The Clerical Staffing Branch, in. addition, has contact with the Training Center of the Civil Service Commission to arrange training for the Agency's Upward Mobility Program candidates. Clerical Staffing Branch has limited contact with Mrs. Lois Moock, Administrative Officer to the National Security Council. In this connection, Chief, Clerical Staffing Branch is contacted by the FBI. to. process the necessary NSC security clearances. 4. Chief, Staff Personnel Division contacts the Bureau of Recruiting and Examining, Civil Service Commission, regard- ing approval of Entry-on-Duty travel for hard-to-fill occupa- tional-categories.
