1. As you know, the Moveable Shelving Project in the
Archives and Records Center building got off to a very slow
start. This was due primarily to a lack of design details and
the inability of the original contractor to cope with that type
of shelf construction. The contract was originally scheduled
for completion on 16 December 1971; however, the contractor was
successful in obtaining are extension which would run. the contract
until 7 April 1972.
2. Even with this additional time the contractor could
not build an acceptable product. On 1 October 1971, he con-
inced the manufacturer of the equipment
that in order to get an acceptable
product should take over the project as a 100 per
cent subcontractor. did take over the project;
and they are not only completing the new construction, but they
are reworking the construction completed by the original con-
tractor to bring it up to their higher standards. This rework
is to be done without any additional cost to the Agency; however,
additional time will be required.
3. I believe that, since this rework will produce a more
acceptable product, it is in the beat interest of the Agency to
grant additional time; and I recorimend that the proposed new
completion date of 2 June 1972 be established.
