2. Prior to consideration of selection of oendLdatea for the Advanced

and poten3ti al cuecutives. It was not a business course. It waz not de-
1;.;ned to increase the specific sktll.s of those who attended in the fields
of per somas., finance, supply or other ifadaaainistr?ative& discipl es. The
omnrse was desipaued primarily for those persons who had achieved success
3wd pro ,nence in thiei.rr organizations through practical experience and who
would benefit by having the opportunity to discuss the more intangible
`n xactss of management and executive action. For example, the Heads of the

The course is conducted without assi?mni nts and without examinations.
The students are not graded, It is prn raarily a series of discussions
and #;e, Winars with fellow students and with the advisors and faculty,
it is not unusual for a question to be posed to which there is no
rn suer. Participation in the course is not restrictive from a securing
point of view. In essence, the course is an exercise in the philosophy
of executive action.
3. The Director of Training pointed out that there was no quota of
slate. .i cceptance of candidates ttas not guaranteed by Harvard and while
in the past only one candidate had been accepted that should not be con-
straed as binding on CIA or Harvard. Therefore,, CIA does not necessarily
have to licit itself to nominating one candidate only.

upon. receipt of the Director's approval.
'tndar the heading of new business, the Chairman Informed the Board
that the Director wished its views as to whether tranotions in - the super-
grade; positions should be temnorary or per rent, After considerable dLs-
cu r sion of all aspects of the nrob . m, the !3oard requested the Chairman
to transmit its views to the :director that the nature of a super-grade
position with respect to permanency should be no different thra that of
a r)osit,-~.or in grade Gr-15 and below,

7 ? The request from OSI for a Career Development Slot for
Mr. , was discussed and approved, Mra Sheldon
requested that Mra be withdrawn from a Career Develop- 25X1A9a
meat Slot inasmuch as a been unable to utilize Mr. 25X1A9a
former slot, Mr. Baird brought up the matter of promotions for
indi-v i.duais who are cur ently on Career Development Slots saying that
he was in no way qualified to pass on such promotions, The Board
concurred in the policy that it was the originating office which
should be responsible for such promotions.
The Board discussed the OTR Monthly Report which had been
distributed on a Supplemental Agenda and decided that the Report
should be tried on a three month basis with another discussion of

9. Under the heading of new business the Chairmtan welcomed
k?ira tsarrison Reynold, as a new member of the Board, The Board di>
cussed briefly a new meeting time and decided that it would continue
to met at .tOO P.M. on, t3 ursdays a The Chairman passed out a memo-
r adum directed to the TCT, subject., "Career Service cram"9 dated
20 January 195a, saying that he hoped at a future meeting some time
night be spent discussing it preparatory to launching the Career
Service Progrram. In conclusion the Executive Secretary reported
briefly on the Tns-uranc? Task Force saying that it was hoped that
'she final report would be ready in one month,
