To date, the interest and acceptance of Stalin's economic theories gene rally shows do evidence of abating, although in the USSR, Stalin himself has not always, been credited with their origin. This is not entirely -borne ?otut in this survey with respect to treatment .afforded Stalin and his works by the local ( provincial) Party media in the USSR. 7. Although Communists everywhere are generally exhorted to study Stalin's wocrks' because of thebroad teachings they contain, his economic work is also receiving specific application in specific areas. Within the Satellites, his. Economic Problems of Socialism in the USSR is being utilized to exhort workers to new heights of production and industrial achievement and to contribute thereby to a transition: from Socialism to Communism. Within Western countries, Communists are studying Stalin's economic work in order to equip themselves with necessary knowledge concerning the destruction of the.capitalist yoke within their countries. In India and colonial areas, Stalin's work purports to explain Western exploitation of these countries :as sources of raw materials for Western benefit and dump- ing grounds.-for W tern surpluses. ` In all this evidence, there has been no suggestion of a fundamental change, or non- acceptance, of .Stalin" s grand strategy by the new Soviet leadership. 8. As an appendix to this survey, an additional section (E) i included on. membership drives by .various?Communist Parties through a "Stalin. Enrollment" campaign. Satellite s (Note: The main body of surveyed material on the Satellites consists of the Cominform Journal and, to a lesser degree, of a selected., sampling of radio broadcasts. 1. A member of the Czech CC discusses Stalin's economic work and the' materials of the 19th Congress. In particular, he links the Czech National Conference to Stalin's.economic work.and stresses that future Czech 'Party -work will be approached in the. light of this= writing. The 9t44 of these two items are now the focal point of the Party school ciirri, alum; lectures,. seminars, and classes are being held to,fuiither their study. He emphasizes that through a study of Stalin's i6diiomic theses, the ideological work of the Czech Party is raised to a higher plane. He concludes that people in all countries can see in Stalin's works a method whereby they have learnt and are learning how to fight successfully against the class enemy. A study of this work and the. 19th Congress is now one of the main tasks, of the Party in China, with functionaries and leading cadres now studying and popularising them. In Poland, the Party Institute is holding sessions on the economic work of Stalin and papers are being written on its significance. (Cominform Journal, 6 Mar 53 ) 4. Mao Tee -tung in China writes that all the works of Stalin are an immortal contribution to Marxism and that his "History of the f CPSU (B) Short Course," his "Foundations of Leninism," and his last great work on economics are an encyclopaedia of Ma*Usm- Leninism. Mao says that the Chinese find the ways to victories in the works of Stalin. (Cominform Journal, 13 Mar 53 ) 5. In East Germany, the SED writes that Stalin's work on economics equips all prggressive mankind in the struggle for a bright future and tka.t this work gives the CP#tT and all Soviet people a clear prggram of building Communism in the USSR. A Hungarian Politburo member states that Stalin's teachings provide mankind with the answer as to how to break with a world of strife, oppression, etc. (Cominform Journal, 27 Mar 53) 9. The General Secretary of the Albanian Party says that Communists, in all countries will follow Stalin's teachings. (Cominform Journal, 3 Apr 53 ) 10. In China, the.big demand for Stalin's works has resulted in a publishing house putting out large editions of his works. (Cominform Journal, 3 Apr 53 ) 11. In Rumania, Party members are continuing to study Stalin's work on economics and are holding discussions, seminars, and lectures on it. (Cominform Jourani, 3 Apr 53) 12. The CC chairman in Poland writes how much is owed to Stalin. He says that Stalin determined the course of the 19th Congress by his classical, wank on economics. An assimilation of Stalin's .teachings will lead to strength and an essential condition for the growth of Party strength is a more vigorous and profound mastery of Stalin's teachings. Each indiv;ual Party member should master,them. Classes are being organized to study Stalin's most' important works. A Czech CC member discusses the works of Stalin and says that Stalin's economic work formulates the basic economic law of modern capitalism and explains the US striving for world .domination; The liberation of people will be undertaken by the Party in line with Stalin's address to the 19th Congress. A Bulgarian CC member says that a wide study of the decisions of the 19th Congress and of Stalin's economic work will serve to raise the level' of members' consciousness, activity, and responsibility. These works are a new mighty weapon in the hands of Communists and a guide to action in the fight for the future. (Cominform."Journal,, 1 May 53) 19. A ,Czech CC member says that the Czech Party has adopted new Rules and that Stalin's economic work and the materials of the 19th Congress will be of great help. In Bulgaria, a school for improving the Marxist-Leninist education of functionaries. has been opened with a curriculum based on Stalin's economic work.
