It is a ratter of great regret that the central committee must issue a statement on a dis- graceful incident caused by the leaders of the National Federation of Student Self Governr.;ent Associations (Zen akuren) at a meeting held at the party headquarters on June 1, when you were busy dis- cussing the results-of the recent general elections and oreoaring for the coring seventh .arty congress. The central committee held a group conference of student body mer..bers who participated in the Zengakuren conference,,. in order to discuss the results of the conference and to consolidate their opinions on the future guidance of student r-overents under the direction of her, ber of the presidium Kor,no, head of the race movement deoartr. ent Suzuki, and meu_bers of the mass movement departr---ent Takahara and Tsushima. As we anticipated that the next Zengakure conference would be thrown into confusion because of yocre-old conflic s of views in the Zenga- kuren itself, we decided to place the group conferences under the supervision of the central committee. Furthermore, the central com- rrittee had held a preliminary meeting to discuss the operation of the group conference, and invited reoresontatives from the two conflicting groupsQ Nevertheless, the group conferences was thrown into confusion fron the beginning. Some narticinants refused to accept the policy of the central committee and insisted on electing a chairman from the par- ticipants of the group conference, on the strength of oast procedures. Therefore, the central committee called a recess in order to save the conference from further unnecessary confusion. During the recess, the central committee decided to adhere to the policy of presiding over the conference on the condition that it :night change the agenda in accordance with the opinions of the Zenga-- kuren participants, This decision was announced as the conference resumed. A group of deputies, however, rejected it and rushed out of their seats to sur- round the chairman's platform. They called Comrade Konno and other party central committee mem:;beA s present "class traitors," voiced violent and insulting remarks intolerable to Cor: munist Party me,:.hers, and threw the conference into chaos so that it became innossi'bls to continue the conference. Chairman Suzuki announced that it was closed. Other party r er.-i.,ers went to the rescue of Cor: rade Tsushira, who was exposed to violence. Two deputies, ig- noring Car:.rac'e Suzuki8 s announcerent that the conference was closed, continued discussions in the nar..e of chairmen,, and prevented party presidium:mew er Konno and others frog retiring from the conference by the force of r..ajority. The student deputies forced Comrade Konno to report and re?ly to ques- tions in written form, over his signature. They deckled on more than a dozen items including demands to relieve all central committee r:em- bers of their posts, and to strike from the party list Comrade Tsushima, and a Croup led by Garrace Takano of Taseda Univeristy, who stand against Zengakuren leadership. The student deputies demanded the apiroval of the items decided as a formal procedure in the group confere nce, and shouted,, before they left the party headquarters, that the stui:ent party r..er.:bers rust get together around the Zen ;akuren central Executive committee group. All this is a review of the actual rroceedings at the conference. The situation was apparently caused by a minor anti 'arty group?s planned provocation. This is an obvious violation of arty order, shows ig- norance of Harty system and principles, and is an a1:aolutely intoler- able action? The central committee weighed the gravity of the situation and, at the joint er. ergency meeting of the presidium, the secretariat and control committee on June 2, decided as follo:s: 1--Any conference held after the closing of a group conference is in- valid, 2--Any decision adopted after the closing of a Croup confernce is in-- valid. 3-A special inquiry committee will be established with the control committee as its center in order to cope with the disgraceful incident. 4-Konno and other cor.rades, who were in charge of the group conference, co:-a.itted serious r istakes in their attitude and measures after the closing of the conference. Therefore, the next central committee meeting will demand self-criticiser, of Konno in particular. All comrades of the party! This is a report on the development of the recent disgraceful incident and on measures taken by the central con- r_ittee of the Japanese Corr urist Party against the incident.
