Since the Twelve-Party Declaration of November 1957 there has been an increased emphasis within the International Communist Movement on the establishment or improvement of clandestine apparats paralleling the existing party organizations. These clandestine struc- tures are designed to provide legal Communist parties with a reserve organization whose members are not generally known as Communists and whose primary purpose is the con- tinuance of party operations should the CP be forced under- ground. There is reliable evidence that this aspect of party activity was stressed at the time of the 21st CPSU Congress by Soviet and Chinese Communist Party officials in discussions with various Free World CP leaders. There Free World were urged,, where conditions permit, to establish a capability for armed action. There are also indications that the emphasis on clandestine apparats is accompanied by an increased effort by each CP to uenetrate its country's police and military forces. 2.
