Summary Outline of Communist Activity in Israel
Introduction. This paper is an attempt to summarize in outline and
analytical form what we know about the Communist movement in Israel.
The paper is intended for reference; it is not a study and it makes no
interpretations and draws no conclusions save the judgments necessary
to bring things together.

Z. Instances of factionalism based on cultural differences.
a. Emil Tuma and Salim Qasim favored Israeli adherence
to the 1947 demarcation agreement whereas Mikunis and
the Jewish element wanted mutual concessions on the
frontier only (May 57).
b. Emil Habibi and other MAKI Arab leaders attempted to
set up a broadly based Arab Movement for National Liber-
ation but this was squelched by the dominant Jewish
faction of the party (Feb-Mar 58); presumably these
objections were overcome later and an inaugural meeting
of this"Movement took place (Jul 58).
Note: Tubi more pro-Jewish than Habibi (as of May 58).
c. The demotion of Shlomo Salmi, leader of the Bulgarian
group in MAKI, from full to candidate membership in the
Central Committee, was regarded by that group as dis-
crimination on grounds of national origin (Jun 61).
3. Instances of factionalism based on ideological differences.
a. Hanokh Bzhora group left MAKE in 1956, criticizing that
party for its "Stalinism" (subservience to the USSR) and
for its anti-Zoinism. The group included Joseph Vogel,
Yitshak Has son, and Hagai Bets.
Note: "National Communism" came in for severe crit-
icism at the 13th MAKI Congress of May-Jun 57.
b. Some members of Moshe Sneh (former left Mapam) group
resigned in 1958 over "neo-Stalinist" leader ship and Nagy
execution. The group included Moshe Levin, M. Zein-
chnor, Dan Chahor, Rachel Chahor, Malhiel Mevah, Mena-
hem Lodan, and Mathatiahon Mintz.

3. Factionalism: Zionist majority (Mapam/Ahut Avoda) vs. Com-
munist minority (MAKI) ever since founding in 1950; tension
reached peak during Sinai campaign of 1956 resulting in appar-
ently temporary disruption of IPC during 1957-58.
Note: As of 1958 at least, this organization used Frei Yisroel
as its unofficial mouthpiece.
B. Anti-Nazi Fighters Organization, affiliate of International
