1. This report is in fulfillment of the request of the Joint Chiefs
of Staff,, set forth in letter from Lt. GenerEa H. H. Harmon, USAY, to the
Director of Central Intelligence, date& 10 February 1949.
2. The material presented in this report is a co#pilation of readily
available data on the subject. Extensive research was not feasible in
the allotted, time. It is believed, however, that the material indeed
herein will most the general requirements of the request. If further
