Approved For Release 2008/03/06: CIA-RDP78-01617A006100030036-8LUG 1949 TOP SECRET GENERAL 1. -Soviet intentions concerning Tito--US Ambassador Kirk aWt ev w wxtc a sates is shared by his diplomatic colleagues in Moscow, that the USSR does not plan to sever Soviet-Yugoslav relations at this time but may be seeking to goad Tito into making this step. Kirk suggests that the vehemence of recent Soviet propaganda claiming that Tito, not the USSR, abandoned Yugoslav claims on Austria, reveals Soviet embarrassment over the Paris agreement. Kirk indicates that some diplomatic personnel in Moscow believe that the Kremlin has a definite plan for Tito's liquidation but that the US Embassy is not inclined to accept this theory. The Embassy believes the Kremlin may estimate that a combination of subversive guerrilla activities and Yugoslav economic difficulties Will bring about Tito's fall at an early date.
