negotiate with them re cancellation contracts and state
instead they would consider proposals presented by German
importers with whom contracts made. uporter feels Ruhr mines
will take advantage presents sit atioi and sign up German
consumers for long periods with result US coal would be
excluded from West German market for number years. Re
contracts which unable cancel, importer fears they will
get into squeeze between American exporters and German
.consumers if latter refuse pay duty and as result financial
