The CIA representative recommended that the sentence, "It was proposed that State express its poJ.icies directly to USIA," be added to the first paragraph of the minutes of the April 30 meeting, ~xhich was approved, and the minutes were then adopted. 2. piscussion of the joint COBAT-TFTB paper on "International Broadcasting Facilities," developed the opinion that other agencies besides State should have an opportunity to make recommendations pro- moting policy on the subject, especially with regard to disposal of the transmitting units, perhaps in a way different from the way USIA i~rould recommend. It was agreed that recpmmendatic:ns should be con- tingent upon a political paper from State. 3. The Chairman reported that USIA had decided the U.S. should be represented at the UNESCO meeting on establishment of international film libraries. This would mean that three representatives of the film industry and one representative of the government would attend the Saris meeting, ~.. The 0hairman reported that the Director of the University in Tehran is in Washington and has requested the U.b. to undertake establishment in Tehran of a Beirut-type television project. 5. The Defense representative reported that its TV installat3.on at Harmpn would begin broadcasts July 4. Canadian Broadcasting Company is cooperating with Defense in programming. 6.
