IOTAC was established to ensure that the responsibilities aseig3ned to CIA by r SC-169 (Statement of Policy on I.,lectror netic Communications) were properly coordinated and carried out. 8. IOTAC has been an effective mechanism for the exchange of information on all aspects of Agency responsibilities under ESC-169p for the formulation of coordinated views, opinions and actions concerning IBC-l69 and related areas which affect more than one operational element of the Agency, ' and for the coordination of the Agency activities under i&SC -169 with OCB and with other departments and agencies of the government. 9. In addition, IOTAC has contributed materially to the general telecommunication intelligence effort, and has proved of considerable value to the solution of specific problems in the branches of tele- communications other than those specifically related to NSC-169. 10. Under the stated assumption, IOMC should continue to function as outlined in the agreement, 7 January 1954, in order to provide advice guidance, and coordination to the various offices of the Agency under rescinded 1@.SC-169, now Ii SC-,1910. 11. Its mission should be extended to cover the interrelated and overlapping interests and activities of its member offices in the general field of telecotuni.cations.
