The undersigned attended the 6Md Meeting on 6 March in the absence of the regular - members. I did not attend the first half-hour of the meeting when matters of Special Intelligence2 abeing discussed. This was done as a courtesr5Xt1c% representation. 2. On ODM matters: of RSB/SR reported that the ODM draft statement re a ng to paragraph 5b of NSC 169 had been approved by the Director of ODM. I Volunteered that the paper, of AJ8*ay to the NSC, has already been coordinated by the I said that our position was that interpretation by ODM to their monitoring responsibilities in this proposed revision did not appear to indicate a possibility of their encroachment upon broadcasting monitoring operations. I said that we had presented a coordinated position from the DDP to the B remove the attachment to the report which discusses as well as some of the historic inaccuracies in attachments to the report. I explained that 8tails of our position had been discussed with of ODM, and with State and USIA representatives and that ODM would revise the report . I added that the DDP had recommended that the report go to the Radio Policy Committee for comments and recommendations. (b) I Stated that the proposed revision of NSC 169 by Mr. Staats, Chairman of the OCB, pertaining to lack of feasibility of technical monitoring behind the Iron Curtain, had been nullified. I said that an agreed position by CIA and the State Department's OCB Board Assistants had helped to nullify the proposed amendment. I explained that we felt the technical monitoring proposal was the only true safe- guard available for the presently operating non-technical monitoriXng conducted behind the Curtain. 4. of OSI reported that the internal monitoring program was moving along with some satisfying Approved For Release 2001/07/28 : CIA-X000300060082-3 Approved For Releas001/07/28 : - P78 -01res J~e1a He stated that the portable receivers (part of the equipment support recently provided by OSI) would be dispatched to th p Curtain monitoring posts soon. On the subject o2f'Xtltga broadcast technical effective- ness monitoring program, expressed his considerable personal concern over the problems OBI was having in trying to resolve the future activities and responsibilities of the EMW branch and especially the BES Unit. He stated that the DDP letters attesting to the need for the evaluation reports led him to feel that it was the type of report produced that was the first concern. He suggested that a DDP representative and OSI get together to make recommendations on how best to tailor the reports to the consumers. He recommended further that the technical materials required by the broadcast engineers might be disseminated on a reduced less refined format so that time lags could be erradicated. He said that the non-technical audience for these reports might prefer t,,,,qc~ r eive edited reports on a bi-annual basis or a mox~inent readable, report which measured trends, etc. of OSI and the undersigned have already worked on this matter. We will continue to study formats and try to present a report by the next TEAC meeting to get a better response from the broadcasters, prior to the subject at IOTAC. I suggested that TEAC be conviened for this purpose and OSI agr 4A9a I was personally impressed by apparent sincerity in continuing to carry the responsibility for evaluating broadcast effectiveness in light of the many commitments placed upon 03I for technical intelli- gence support. Following mention of Project considerable discussion was undertaken on whether IOTTAC should consider making an evaluation of the Agenc1A9a responsibilities and interests in this activity. said that it was his belief that the study of jamming was complex enough to be of interest to IOTAC as well as other agency groups. He explained that as the Chief of OSI's Electromagnetic Warfare Branch, he wore two hats on the subject, as did the Office of Scientific Intelli ence who chaired the Inter-Government panel on 25X1A2d1 activities. He clarified their positions by saying that because there were definitely general areas of interest for the various offices represented on2k? what were the opinions of the group in the matter. of OCI stated that he felt his office's charter on the subject (the interest in whether or not jaamm%t gg vas used to shield communications) would prevent ft1A arom making any agreements to action by IOTAC. countered by saying that as long as OCI was represented on IOTAC, it would necessarily have to be interested in an decisions made to evaluate IOTAC's position in regard 25X1A2d1 to ctivities. The subject was left for consideration. 8. The proposed new charter for IOTAC was then brought up by the Chairman. A survey of the IOTAC members indicated that few had read and digested the paper. It was agreed that this draft-proposal woul45 Sscussed fully between now and the next meeting. stated that he hoped all present would consider the proposal seriously sometime within the next ten days. He reminded the group that action tad been contemplated on the draft-plan sometime for the first of the year, that it was now almost the end of the first quarter, and it should not be postponed. He asked that any changes, concurrences, or comments would well be forwarded in writing or verbally to the IOTAC secretary. Two minor considerations were given to the proposal, one that the Director of Communications not be the addressee but rather, that the DDS who was a signatory, be the addressee. This was noted. Secondly, the matter of TSS representation should be decided. I said that I believed TSS would or could be interested if the draft-plan delineated the new fields proposed outside of NSC 169. I said that I would talk to TSS and see what their thoughts were prior to forwarding any DDP stateme2filAAft the plan. 9. I said that as far as I was informed, this had been a part of the US/USSR negotiations but was not a part of the official communique. I added, that I would suggest that IOTAC be informed of any activity in this area. I also stated on an FYI basis, that jamming was currently very much discussed insofar as plans for the IFRB were concerned. 10. The Chairman proposed that the regular meeting date for IOTAC be changed to the first Tuesday of each month to avoid conflicts in his schedule and that of other* present.
