I. Introductory statement. The Afro-Asian Peoples Solidarity Organization reached a turning point in the autumn of 1960, when its Communist leadership became more overt and its efforts became more aggressive. The organization, initially an off-shoot of the World Peace Movement, held its first meeting in Cairo in December 1957 and was then ostensibly dedicated to coordinating the efforts of African and Asian peoples for cultural and economic development and for the struggle against colonialism.. In its early stages the AAPSO was torn by conflicts between Communist and anti-Communist members and also by conflicts among the Communists themselves. These conflicts were exacerbated by Nasser's anti-Communist campaign of early 1959 and by the Sino-Indian border dispute in late 1959. Accordingly, the work of the AAPSO Permanent Secretariat was slowed down by disagreements, and even the preparations for the second AAPSO conference, originally scheduled for December 1959, went forward with difficulty. The second conference was finally held in Conakry in April 1960 in an atmosphere of uneasy truce, which was mirrored in the compromises apparent in its decisions. On. the one hand, the UAR retained the permanent secretariat in Cairo and Yusuf el Sibai, a UAR national remained as secretary general; on the other, an executive committee of twenty-seven members, most of them Communist or pro-Communist, was elected to oversee the work of the Secretariat, thus lessening the power previously held by its secretary general. For six months after the Conakry meeting, however, the life of the AAPSO hung in the balance. No financial contributions were received from the USSR or China, and activities of the Secretariat practically came to a standstill. But in November 1960 an executive committee was held and it became apparent that a Communist decision had been made to continue, strengthen, and enlarge the AAPSO effort. The executive committee authorized the formation of two com- mittees (fund and control) to take over the handling of AAPSO finances. The fund committee is to be located in Conakry under the chairmanship of the pro-Soviet Ismael Toure of Guinea. At this time also, substantial financial contributions received from the USSR, China, and Guinea permitted the resumption of Secretariat activities, particularly of its publications. Shortly thereafter the Communist secretaries returned to their posts in Cairo and new secretaries were appointed to fill existing:vacancies. It is notable that these replacements included Antoine Awassi, a Mouvement Nationale Congolais (MNC)-Lumumba follower from the Congo; Camara Bengaly, a pro-Communist member of the Parti Dem- ocratique Guinean (PDG) politburo; and Paul Sekasi, a Ugandan, whose student experience included Karl Marx University in Leipzig and the International Summer School in the Crimea. Inasmuch as the remaining eight included a Soviet, a Chinese, an Indonesian Communist, a Japanese Communist Party member, and a representative of the Moumie branch of the Union des Populations Camerounaises, the Communists were assured of a substantial majority in the Secretariat. The AAPSO council and executive. committee met again in April 1961 in Bandung. This meeting ratified the organizational work of the fund committee and called again for the strengthening of AAPSO efforts against the new colonialists. Thus the AAPSO, in strengthening Communist control at the policy-making level, tightening administration lines, and emphasizing the political (e. g. anti-colonialist) aspects of its program, has now moved far toward becoming a conventional international Communist front. Approved For Release 1999/08/24: CIA-RDP78-02646R000400080001,~5 Approved For Release 1999/08/24: CIA-RDP78-02646RVWi There have been repeated indications that the AAPSO is enlarging its sphere of operations, It has called for increasing coordination and cooperation with the All African Peoples Conference. In 1960, it included Malta in its membership and at the April 1961 Bandung council meeting it called for Latin American parti- cipation in the Third AAPSO conference to be held in April 1962. In connection with the Latin American participation it is noteworthy that the March 1961 meeting of the Latin American Peace Congress in Mexico City called for campaigns of solidarity and cooperation with Asia and Africa. It seems probable, therefore, that a trend is beginning which, if it continues, may ultimately result in the development of the AAPSO into a nucleus for a single, world-wide, anti-imperialist, anti-colonial, front organization.
