I. PROJECTS MID ACTIVITIES
1. BRANCH
a. Several internal discussions have been held regarding possible
redesignations and/or consolidation of the various memorandum receipt
accounts within the Office of Communications. Experience has shown
that the existing M/R accounts do not, from a supply management stand-
point, provide the necessary controls that a responsible officer must
have over the location and use of property for which he is responsible.
b. Another problem which is confronting us and for which a thorough
review of existing procedures must be made, is that the ever increasing
number of new type equipments and associated components which are being
procured ,j stored and issued to support R&D, SPD, systems such as systems
1&2, AS-4, CS-3A, etc., teletype, and cryptographic electronics equip-
ment, brings us into a new era of communications support activity. The
proper identifications of special components for purpose of identifying
parts peculiar, parts common, standardization, elimination of needless
duplication, assignment of stock numbers, etc., is becoming more and
more backlogged. The proper identification and procurement of hundreds
(perhaps thousands) of new parts needed to properly support these new
equipments has not been undertaken, nor is the information needed to do the
job available in many instances. In the past, quantity purchases and the
necessary lag in time to get equipment to the field allowed for the "behind
the scenes" MSB functions to be accomplished with acceptable accuracy and
within time limitations. However, this new and highly specialized equip-
ment is often in the field before MSB is aware of its existence. Again,
identification of spare parts and equipment is hampered by lack of special
detailed information as to original source of procurement, security in-
volved, special technical information needed to properly identify and
standardize on spare parts, etc. There is no cause for panic-----yet,
however, an efficient program to support our new era of activity will
of necessity be slow in becoming a reality. One of the first determina-
tions to be made is whether the Office of Communications desires a cen-
tralized overseas support unit, or a decentralized program with each Head-
quarters Division maintaining their own physical stock of parts peculiar
to support the requirements of Communications on a worldwide basis (i.e.
OC-S for crypto machines, 0C-E/IMB for teletype, OC-SPD for their special
equipment OC-E/R&D for RS and other lines, and MSB for standard old line
equipment).

Although there seems to be merit for either, in the interest of good
management, a centralized activity appears desirable, an activity geared
to handle routine and crash requirements irregardless of source or nature
of equipment.
c. Both of the foregoing topics will be a "continuing study" by
this office.
2. LIAISON
a. Completed 17 liaison tasks for OC as follows:

b. In cooperation with of OC/CFB and personnel of the
Agency central mail room, es iling code for use by the OC-E
Technical Liaison Officer at trade shows and technical meetings. This
code eliminates use of the word "communications" and/or the true name
of the liaison officer in the regular Agency mailing address, yet assures
delivery of mail from non-Agency sources directly to the technical liaison
office. An employee suggestion was submitted recommending the Agency
establish an organization-wide mailing code similar to that utilized by
Department of the Navy and other government organizations.
c. Attended the ONR sponsored TAC meeting at Stanford University
15 and 16 August. This meeting consisted of a review of the pure and
applied electronic research activities at Stanford University during
the past 12 months. Considerable information of particular interest
to SP Division was obtained.
d. Conferred with

Warehouse on 19 August, and made a brief informal inspection of the T&I
area. During the afternoon of the 19th, accompaniedl for a 25X1A9A

met and conferred with 1-1 personnel regarding the Al X1 A
SP-600 receiver rehabilitation contract. is reporting in A5A1
considerable detail on this contract. 25X1A9A
e. Twenty through twenty-three August was devoted to attending the
WESCON IRE/WCEMA Western Electronic Show and Convention held at the Cow
Palace, San Francisco. This convention proved to be the best organized
and easiest to work of any of the recent large trade shows, primarily
because all technical sessions and product exhibits were held under one
roof. Special arrangements were made with the WESCON public relations
group to obtain copies of the majority of the papers presented at the
technical sessions. These papers have been received in the OC-E Liaison
Office and will be available for perusal within a few days.

a. The fiscal year 1958 "Phased Procurement Program" is being
implemented at a slow rate until such time as this Section is informed of
the amount of funds which have been approved against the budget submitted.
To date, $134,642.54 has been committed for procurement of equipment and
parts for general stock. In addition, $432,474.30 has been committed for
procurement (for stock) of ELINT type material.
b. Completed action requesting OL to effect pick-up (for stock) of
fifty (50)each Ampex Recording Systems and twenty-seven (27) each Equip-
ment Racks, which were turned over to the Office of Communications by
FI/Division D. At the request of SPD, the systems were broken down and
arrangement made to stock the material by subassemblies. Logistics has
not yet completed its part of the action needed to reflect the material
in stock. Actual condition of the recording equipment has not yet been
determined. However, in order to expedite picking up this material in
stock, SPD requested that it officially be picked up and classified in
C-3 condition. It was pointed out to SPD that this was not standard 2 5X1A9A
procedure; however.,I of SPD/AF agreed that in the event that
there arose a crash requirement for issue of this equipment to other than
his project, he would personally send a technician to the 25X1
Ito repair (if necessary) this equipment, thereby facilitating
ate issue from stock.
c. After several months of coordination with the cognizant elements
of OC, and in some cases the DDP/Materiel Board, concurrence was received
to dispose of a considerable number of Obsolete and/or Surplus Communi-
cations equipment. As a result, action has been initiated and forwarded
to the Office of Logistics requesting that forty-six (46) different types
of equipments be officially classified as Obsolete. In addition, two
separate memoranda have been forwarded to D/CO for signature requesting
the Office of Logistics to initiate disposal action of this equipment.
This action will result in disposal of equipment having a current book
value of approximately $130,517.40. Since the beginning of this Program,
approximately 18 months ago, OC has requested disposal of Obsolete and/or
Surplus equipment having an estimated book value of $991,183.42 and
representing 7328 individual items. These figures represent disposal of
major and/or special equipment It does not
include disposal of spare parts, etc. in a ltlon, approximately
$43,000.00 worth of RS-51 equipment is currently being coordinated with
DDP for their concurrence in reclassifying the equipment Obsolete and
Surplus.
d. All paper work necessary has been initiated for assembly of 280
each kits~_for modification of the URT-11 Transmitter. In addition, enough
components and parts have been procured for stock for modification of an
additional 220 transmitters. Necessary directives have been issued to
all T&I activities in the ZI to implement modification of 180 URT-ll's
in ZI stock. T&I reports that actual modification has begun and that a
small number has been completed.

e. Final action has been completed on the breakdown of fourteen (14)
each HT-4 Operating Spare Parts Kits for the purpose of stocking badly
needed individual components.
f. Research and analysis for the purpose of identification of
equipments, components, description writing, and assignment of stock
numbers, etc. on the ELINT CS-3A System is just about completed. Proper
identification of this equipment for the purpose indicated above started
on a piecemeal basis approximately 1 year ago. With the completion of t tX1A5A1
portion of this contract approaching, additional work wa
intensified for the past several weeks in order to meet the 15 September
dead-line date established by SPD. Due to the many technical changes
which were made from time to time in this contract, it was necessary to 25X1A5A1
hold several conferences with OC-E and =representatives, both at
Headquarters and at the contractor's plant. In many instances, it was
discovered that additional drawings were required to complete our records.
In other instances, it was discovered that actual technical changes had
not been recorded, or had been improperly recorded on the drawings. While
many of these problems have been solved, there are still a few remaining
items needing changes which we hope to rectify or correct in another 25X1A5A1
conference with The complete review of drawings, schematics,
parts lists, bill of material, etc. on-hand for the CS-3A has been com-
pleted. As a result, it was necessary to work out descriptions on 136
subassemblies, cables, etc. and request assignment from OL of 136 new
stock numbers. Barring any unforeseen circumstances, the 15 September
dead line set for completion of necessary MSB/MCS functions on this
Project will be met. It has been estimated, to date, that approximately
200 MSB man-hours have been devoted to this Project.
g. Additional preparatory analysis has been accomplished in the review
of the "Capacitor Standardization Program." It is hoped that the final
overall analysis and review of components can be accomplished during the
next reporting period in order to complete Phase 2 of purification and
standardization on this program.
h. Further identification'of group 5950 (transformers, coils, etc.)
plus communications from the field areas, has uncovered several errors and
discrepancies effecting MPL's and, stock items for support of the HT-4's
and HP-5's in the G, H, and I series. Results of the information gathered
and analyzed will be disseminated to all using elements as soon as it has
been correlated.
i. The "Identification, Inspection, and Packaging Program" for small
parts (expendable, etc.) is continuing satisfactorily. To date, the
number of line items identified and errors found are as follows:

J. At the request of Logistics and with the concurrence of Chief, OC-E,
MSB-personnel have started a pre-inventory technical identification of 5X1A6A
Communications material (bulk type) in the epot. wa
assigned to the Depot for this purpose 20 August on a full-time bass. In25X1 A9A
addition, assistance is currently being given by personnel of I8( Branch
and SEB. While it is impossible to predict the exact number of Engineering
Division man-hours which will be needed to complete this Program, (including
actual inventory), an educated " guess-ti-mate" is approximately 700 man-hours.
k. Ten (10) items of an expendable nature (capacitors, meters, etc.)
have been officially reclassified to the "Limited Standard" category. In
addition, a total of thirty-nine (39) stock numbers have been assigned to
new and/or reidentified material for stock. This includes new cable
harnesses for the CS-3A System Electron Tubes, Monitoring Panels, etc.
1. The MC Section has reviewed, during this reporting period, 272
individual requisitions totaling 1,581 line items. Review was for the
purpose of posting, technical compliance, and related materiel control
functions.
4. SECTION
August was the big vacation month for this section. At least one log
officer was on leave all month. However, during this period we processed
203 requisitions consisting of 1150 line items and originated 130 dispatches
to overseas areas.

c. In addition, routine clerical, administrative, and other library
duties were performed, such as cataloging and classification of publica-
tions, analysis and dissemination of intelligence reports, typing memos,
dispatches, reports, requisitions, reproduction requests, etc.
6. TEST AND INSPECTION SECTION
a. The following figures represent the quantity of material
processed by the Test and Inspection Section.

Job Orders are written by the Supply Div/OL, at the request of
the" Section, as time and material are available to condition to C-1
items of equipment held by the Supply Division in C-3 condition. Requests
to the 0 Section to condition specific C-3 equipment for requisitions
are also presented in Job Order form.)
b. In addition to the above,one (1) repair of equipment for other
Sections was done. A URT-il transmitter was repaired and modified (3)
for TSS (Lab.).
c. Ten (10) URT-il transmitters from stock, including mobile
stations, were modified in accordance with MWO's 10, 19, and 20 and
tested. This work will not be covered by the usual report on Job Orders.
