AjUmod For Release 2001/08/02 : CIA-RDP78-02820A001100050002-2 UNITED STATES GOVERNMENT Memorandum 25X1 A EP 65-321 ' : The Files: DATE: 27 October 1965 25X1A9a SUBJECT: Inspection Report No. 1 - TE- Training Device with 25X1A5a1 1. Project Description: The TE-2 system is a small, portable training device which is designed to simulate base station Al, A2, and A3 type emissions. It is capable of being keyed or modulated automatically by use of a miniature tape recorder. A means of manually keying the simulator is provided (miniature hand key) as is a two frequency simulcast capability (designed to accept two CR-18/U crystals). The TE-2 may also be used as a code practice oscillator. The TE-2 consists of the following: the TE-2 simulator; two earphones; a voice cable; CW cable; antenna cable; keyer adaptor cable; dummy plug; and one DEAC TR-7/8 battery. 2. Contractor's Performance: a. On schedule and expected to remain so: No b. Within obligated funds and expected to remain so: Yes c. Satisfactory technical progress: No J. Project Status: Two preproduction TE-2's were delivered during July 1965. One unit was sent to OC-OS for operational evaluation and the second unit was sent to the R&D Laboratory for an equipment evaluation. Several electrical malfunctions have occurred in the second TE-2 which have caused it to be 25X1A5a1 returned to on two occasions for rework. The reason for rework at the present time is the TE-2's inability 25X1A5a1 to operate above 15 Mc. as corrected this problem by substituting a 2N1742 transistor for that which was used previously in the circuit. 25X1A5a1 Unfortunately,-"hand selected" a 2N1742 with an acceptable beta value to obtain the required 301o modulation level. Since this is undesirable from a fabrication/replacement standpoint, will check a small quantity of 2N1742's with betas of 20, 40, 60, 0, and 100 to determine whether a 30% modulation level can be achieved at the low frequency end without having to hand select transistors. 25X1A5a1 - demonstrated an operating TE-2 that was modified. The unit performed reasonably well but required additional circuit optimization and debugging. Also, the appearance and reliability of the printed circuit board in this TE-2 has deteriorated from the excessive trouble 25X1A5a1 shooting. was directed to incorporate all modifications into the other preproduction unit and resubmit it for laboratory evaluation. A TE-2 is scheduled for redelivery about the second week of November 1965. 8. Observations on Contractor's Performance: Approved For Release 2001/ I . Observations on Contractor's Performance: 25X1A5a1 Over the past several monthsias been minus the technical talent of a full time electrical engineer. Although the technical problems which have arisen thus far under the TE-2 contract cannot be directly equated to the resignation of the previous engineer, it has contributed greatly 25X1A5a1 toms delinquency in solving the technical problems as they appeared. 25X1A5a1 In addition= is fabricating approximately four thousand serviceman's type TV Signal Generators for RCA. This has caused- prime effort 25X1A5a1 to be directed toward deadlines established by RCA and thereby subordinating the technical effort and delivery schedules under the TE-2 contract. Discretion should be exercised prior to tasking -to perform any 25X1A5a1 additional work over the next several months. At the present moment, 25X1A5a1 - lacks technical depth and should be considered nothing more than a job shop. 25X1A9a Distribution: R&D Subject File Engineering Section CB/PD/OL R&D Lab OC-OS ESB Monthly (2) EP Chrono 25X1A9a oc-E/R&D-EP/~/bjp (27 October 1965) Approved For Release 20US IA RO V; 1100050002-2
