Director of Communications 25X1ROM OCE-M76-524 DATE: 08 December 1976 Chief, ommunications Engineering SUBJECT: Monthly Narrative Summary Report--November"1976 1. ARS and MAX software modifications for processing the revised ACP-127 format line four have been forwarded to the field sites. ARS modifications providing group routing capability and 300-baud circuit operation were also completed and forwarded. 2. Representatives from OC-E and OC-0/SOD visited 3 through 9 November, to review a ra o Switch initial System Analysis Report and to develop a specific Performance Test Plan. The initial system analysis report indicated that the Tandem Switch will support 80 erlangs of traffic at a one percent grade of service. It also has adequate hardware to support the initial system requirements as well as the installation and Building switch requirements. However, the present Tan em Switch software capability will require modifications to support the switch requirements prior to its cutover. reaccep ance tests are projected to begin 14 February 1977, vice 3 January 1977. 3. The CDS endurance test was restarted on 8 November following its suspension in late October to allow fixes for software problems to be incorporated. The test is still in progress at this time. 4. Three complete AFT hardware systems (Interdata 6/16 processor, disk, cassette and M-40 KDP) have been configured and are being utilized by the programmers for software development. Due to the transition of DBA AFT program managers and the present understaffed DBA software development team, it is anticipated there will be a 30- to 45-day delay in the software development schedule. DBA is now in the process of employing a senior system programmer for AFT and plans to transfer a junior DBA programmer, from another project to the AFT software development team. A HATS project review meeting held with the con- tractor on 5 November showed the project to be progressing as scheduled with no delays anticipated. Informal copies of the Test and Training Plans were received at this meeting. A review of these plans with comments to the contractor is expected to be completed by mid-December. 6. Appreciable progress was made in the installation of the Building secure communication system during November. Cable tie-down in all IDF's was completed on 20 November. All equipment racks have been installed in the CER and inter-rack cabling and tie-down procedures have begun. The T-96 for the Headquarters end of the contractor and delivered to Headquarters on 19 November, The Chestel switch was installed at Building on 13 November. The switch, delivered with commercial software, was successfully tested and will be ready for operational use after receipt of specialized software. 7. Technical problems were corrected on the Laserfax test bed by Harris technical representatives 9 - 11 November. High-quality imagery was transmitted successfully from imagery has a resolution in excess of 200 lines per inch with 12 levels of gray scale. Further adjustments of the Laserfax equipment are to be performed by Harris representatives in December. On 17 November, the DDA signed a memorandum to the Chairman, IHC, requesting ' approval to proceed and award a contract to 8. Three Xerox TC-400 digital telecopiers were received and tested. A demonstration of the units was provided to C/OC-O and C/OC-E and members of their respective staffs. 9. - The renovations are pro- ceeding, albeit at a slow pace. The enclosure is completed, except for the doors. Both doors were damaged in shipment and replacements have been delayed. 10. The specification for the new SC-3 satellite field terminal was released to nine bidders. Submission date for their proposals is 31 January 1977. 15. The installation of the SC-lA terminal at was completed while the SC-lA installation at has reached about 7,5 percent completion. Site surveys were completed at 16. No problems were experienced with the Atlantic network satellite. All Atlantic SKYLINK field terminals have successfully accessed including which is well out of the normal antenna pattern or that satellite. f 17. - During November 1976, the ~ T-96 system achieved operational status. There has been exten- sive testing of both the T-96 and its associated equipments in the operational configuration. During a 48-hour continuous test, the KW-7's needed to be rephased approxi- mately once per day and no complaints were received from users or MAX. Several details remain to be finished, such as expansion of the altroute capability, and it appears that the most significant problem will be that of the data line quality and reliability. SKYMUX - As of 30 November 1976 testing of the SKYMUX system between concluded, followed by a two-day OPS evaluation. Testing of the SKYMUX system between began on 17 November 1976 through the Osystem. TLC-1 Modification - All TLC-l's have now been modified by OC-E/CED. Ten units have been put in stock for issuance to the field. An additional 13 units will be available when defective cards are repaired and returned from Delta Electronics. 20. Teletype M-40 - Teletype Corporation is still working on the modification kit to eliminate the "TEMPEST" problems. We expect a Teletype representative to deliver the mod kit and assist Atlantic Research Corp. in testing the M-40 during the week of 13 December. 21. SATCAL - The engineering and operational tests of the SK/SE-113 via the SKYMUX between were successful. As a result of the tests and evaluation o the SATCAL system, a number of minor changes in the equipment have been discussed and agreed upon with the manufacturer. Delta Electronics has been instructed by OL/PD to start the production of the remaining equipment on the contract. Tentative starting delivery date for this equipment is 15 March. 22. A discussion was held early in the month with DD/S&T/0TS representatives to review various development programs. This led to a second briefing on several systems that OTS is developing for other customers, but which may have some spin-off values for us. 23. The prototype Telcom 3061 base system intended for reception of UHF/PSK messages from new field equipments was received. The 3061 will undergo technical and operational evaluation. Thus far, 135 secure voice SV-8 sets have been built. The popularity of this item is evidenced by a total of 91 sets having been issued or committed to requirements. To keep up with the demand, production has been geared to 24 sets per month. 25. The first production Model CV-651 converter with modified Collins 651S receivers, Hewlett-Packard Spectrum Analyzer and associated cables and spare components, was delivered to the on 29 November. This equipment will be packed for shipment to 26. Harris Corporation of Melbourne, Florida, demon- strated their breadboard of the TC-7 telephone communicator. 27. During November the following events were noted: related a. Repair of the tracking antenna at ~ was completed. Noise measurements, before and after repair, indicate a reduction of approximately 30 dB in the noise level. b. Chief, 0 and COD personnel met to review the recommendations concernin revisions to the operating procedures of the sites. Nine changes were recommended and these will be reviewed with the programmer at on 7 December 1976. The revisions will be evaluated for inclusion in the reprogramming of the new Interdata computer. c. Chief, met with OC-E/ESD personnel to follow up on recommendations submitted by a study group that examined ways to improve support to our sites. d. OC-O/COD received word that the - experienced "major power surge" which prevented the station from meeting a scheduled contact. 25X1 The extent of the failure is not known. The transfer of tactical spare parts from OC to cognizance is complete. A total of S72 line items valued at $85,950 was transferred. 30. This has been a busy month for Central Repair with a total of 435 TECHREQ's processed, 372 incoming and 63 outgoing. R$R transactions totaled 1220 this reporting period. 31. The GR 1795 Digital Logic Test System was received from General Radio.
