MEMORANDUM FOR: Director of Training
History STATIN
OTATINTL 1. have read the CT History and
their comments are attached. Although Bob has not commented in de-
tail, both he and Jim feel that the author has inserted too much opinion
to make this an objective history. I agree. Jim cites some examples.
Another might be the gratuitous comments oni (p 104). STATIN
Also the comment on p 107 that only Chiefs of the Operations School
most frequently argued with the DTR because they had safe havens of
retreat sounds silly. For example, if argued with STATIN
Matt I question whether this was the reason.
2. Some other minor points that caught my eye:
a. p 93 Is it the intent of the 1970 Organization Chart to
show that CTP is not at the same level as OTR schools.
b. p 111 Was it actually assumed that "Professional
Trainees" would be prepared for assignment only with non-
clandestine components.
c. p 121 While there may not have been a regular PM
course the training capability has always existed
d. p 138 To say that the JOT Staff knew the Ops instructors
well is saying too much. For example, I can't recall working
closely with the JOT Staff during my time as an instructor.
Line 1: the term was Murder Board not Murder Session.
e. p 101 line 12, extend should read extent.

3. If this paper is published I think it should be published as
one man's view not as an official history. I found the paper interesting
and in my present position some of it useful.
