SUBJECT : Vietnam Orientation No. 18
24 - 28 July 1967
1. Basic Data
The 18th running of the Vietnam Orientation was attended by - 25X9A2
persons; an additional 6 had been enrolled, but because they had
already attended either or both the CORDS program and the South
Vietnam Operations Course they were permitted to pick and choose
the lectures they wished to hear; and since they attended less
than half the Orientation I have not given them any credit. 25X1A9a
Incidentally, 1 person, had also attended the
SVNOC, but he was a constantly eager listener and participant in
this Orientation.
2. Course Changes
25X1A9a Once again did not show up for what had been
scheduled as a graduation day" address: "A Summation: Where We
Are and Where We're Going." In my June report, on V.0. No. 16, I
25X1A9a commented that Mr. has been disappointing us so often that
"I'm seriously considering dropping him from my roster. This
might be a favor to him" It will certainly be a relief to me, and
I hereby so drop him.
Another change, because of illness, and also a disappointment,
25X1A9a was the absence of Mr. former Deputy Chief of Vietnam
Station who was to speak on conditions and procedures in the Station.
Many students, in their critiques or orally to me, regretted his
absence. Nor was it possible at the last minute to find anyone who
25X1A9a could replace him, even inadequately.
Finally, always easy to listen to, replaced Dr.
25X1A9a - who, however, came along to hear his boss.

Item of Interest
The 3 non Agency speakers--Mr. Holbrook from the White House,
Mr. Marsh from State,and Col. Moore from Defense--were so effective
that many persons observed that non-Agency speakers were better
than our own people. This was an ironic twist to good fortune.
In a disucssion period at the end of the Orientation I pointed out
that I had more control over the selection of outside speakers than
I did over insiders, that the outsiders were chosen from 3 different
agencies, whereas the Agency speakers are largely selected from a
very small element which doesn't profess t be a speakers' bureau,
and that after all the outsiders were onlyof a total of 23 speakers
on the program and hence perhaps there was not adequate ground for
comparison.
