SEMINAR
6 January - 31 January
The 10th session of the Interdepartmental Country Team Seminar;
Problems of Development and Internal Defense, will begin at the
Foreign Service Institute on Monday, 6 January, and continue
through Friday, 31 January,
The Agency's attendance quota is eight. The DD/I, DD/S, and
DDS&T are each, expected to nominate at least one candidate, and
the DD/P is expected to furnish at least 50 percent of the quota.
The deadline for applications is Wednesday, 18 December. The
early deadline is necessary to allow time for OTR to prepare the
papers needed by the Subcommittee on Training, Special Group
(CI), in approving candidates for the course.
Application for the course should be made on Form 136 (Applica-
tion for External Training). An attachment should show all of the
following:

The OTR Registrar will notify Training Officers of candidates
who are accepted. All who will attend the course are required
to be present for a briefing at 2:00 p. m. on Friday, 3 January,
in Room 1D-35 at Headquarters.
In selecting nominees, Training Officers should keep in mind
that the person should have some practical or foreseeable use
for knowledge of counterinsurgency, or should have experience
which will contribute to the course. Also, he must be able to
perform in the country-team exercises as the CIA Chief of Sta-
tion. Representatives of the other Government Agencies are
generally at the ambassadorial and senior military levels; CIA
may send representatives at the GS-14-and-above level.
No CIA representative in the Seminar is identified as an employee
of the Agency except in closed sessions of the student country
teams. If he does not have suitable cover to permit, attendance
under these circumstances, Training Officers should make ar-
The Interdepartmental Seminar is for senior U. S. Government
officials concerned, either in Washington or in the field, with
countries designated as "critical" by the Special Group (CI) and
with other areas in the world where there is active or incipient
insurgency. In addition to CIA, there will be representatives
from State, Defense, AID, and USIA in the program. The sub-
ject matter includes the study of developing nations, current in-
surgency, the U. S. Government's resources and activities in
assisting host governments in countering insurgency (on both
policy and operational levels), the development of internal de-
fense plans, and the functions of the country team in U. S. Mis-
sions.
