or Release 2001 28 : CIA-FYJP7&q!3090A000100110003 -5 SPECIAL BULLETIN 13 January 1969 To: Training Officers of the Clandestine Services Ref: DDP/TRO Memorandum 08/67 of 15 March 1967 to all Staff and Division Chiefs and all Senior Training Officers Soviet Bloc Operations Course No. 3-69 will be given 27 January through 14 February 1969. PLEASE NOTE: This is now a course of three weeks duration. It will be held in Room lA 07, Headquarters from 0830 to 1700 daily. As announced in the referent memorandum, this course is re- quired for all CS staff officers and intelligence assistants who are preparing for field assignments in which a sub- . stantial amount of their time will be devoted to the Soviet Bloc target or who have not had a recent permanent or rotational assignment in the Soviet Bloc Division. The Soviet Bloc Course is also offered for Head- quarters CS Staff personnel who are engaged in activities against the Soviet Bloc target; however, field personnel will be given enrollment preference in the event the course is oversubscribed. The objectives of the course are to orient the student on the special nature of the CS' Soviet Bloc target and to examine the application of clandestine methods for collecting information on, assessing, and preparing recruitment operations against Soviet Bloc personalities. The expansion of this course to a three week format reflects the emphasis being placed on operations against the Soviet Bloc target by the Clandestine Services. The expanded course now devotes one week exclusively to examining the character of the Soviet Man today as a target of CS operations, and those historical, cultural, political and social factors which have influenced his psychological makeup.
